The Senior Rental Housing Analyst assists in the administration of the Federal Home Loan Bank of Des Moines’ Affordable Housing Program (AHP); Scores, reviews, and analyzes AHP rental project applications with complex structures and layered funding; Reviews and provides assistance on AHP Pre-Applications; Provides technical assistance to Sponsor Organizations and Member Institutions; Completes feasibility review and analysis at project application, funding disbursement, project modification, and project completion monitoring; Partner with Member Institutions, nonprofit and for profit developer, local, state and federal governments during the funding and monitoring of AHP projects; Partner with Information Technology partners on projects involving system changes and system testing.
•Analyzes complex real estate budgets and operating statements to determine project feasibility and communicate conclusions to management and the Board.
•Independently completes rental housing project feasibility review analyses at the time of project application, funding disbursement, project modification, and project completion monitoring according to the Bank’s guidelines and policies.
•Analyzes complex Sources and Uses Statements, Cost Breakdowns, Proformas, and legal documents.
•Reviews AHP Pre-Applications and provide Sponsor Organization with feedback and project technical assistance to strengthen project applications.
•Provides technical assistance to Member Institutions, Sponsor Organizations, and project owners regarding FHLB Des Moines Affordable Housing Products, project development, and program administration.
•Analyzes, recommends, and negotiates repayment, settlement, and modification options for non-compliant projects.
•Partners with Rental Housing Specialist(s) and junior Rental Housing Analyst(s) to ensure projects are in compliance with AHP regulations and the FHLB Des Moines Implementation Plan.
•Provides instruction to Rental Housing Specialist(s) and junior Rental Housing Analyst(s) in completion of AHP projects, and provide assistance to the Rental Housing Manager as needed in supervision and in completion of performance reviews.
•Exercises knowledge of AHP program guidelines, policy and procedures, and projects to research and recommend program guidelines, policy and procedures, forms, and automated systems.
•Assists in the promotion of FHLB Des Moines Affordable Housing Products through direct calling or presentations at member meetings, sponsor events, and housing conferences.
•Assists with the administration of the FHLB Des Moines Community Investment Advance (CIA) Program.
•Partners with Community Investment Staff and Information Technology partners on technology projects involving system changes and system testing.
•Complies with Bank policies and procedures and applicable laws and regulations. Reports known or suspected violation of law, regulation, policy or procedure to appropriate levels of management. Participates in developing, implementing, assessing and improving effective internal controls. Reports known or suspected violation of internal controls to appropriate levels of management.
•Performs other duties as assigned.
•Bachelor’s Degree in Finance, Accounting, Business, Economics, Real Estate, City/Urban Planning, related field, or equivalent experience required.
•5 to 7 years of experience with commercial real estate lending, real estate development, property management or, particularly multi-family project development and management
•Affordable housing program experience, such as HOME, CDBG, and/or LIHTC or other regulatory background strongly preferred
•Experience in providing technical assistance, including training seminars
•Asset management experience helpful.
•Strong written and verbal communication skills, including oral presentation.
•Strong problem solving skills.
•Strong organizational skills and the ability to handle multiple tasks in a timely manner.
•Skilled with Office software including Outlook, Excel, Word and PowerPoint.
•Progress towards MBA, graduate school of banking degree or equivalent preferred.
•7 plus years of experience with commercial real estate lending, real estate development, property management or, particularly multi-family project development and management
•Professional certification in an accredited housing and economic development educational program, including but not limited to the National Development Council Economic Development Finance Professional Certification helpful.
