Your Contribution to Our Mission:

QinetiQ has a challenging, demanding and dynamic opportunity for Systems Engineering Director to lead the System and Project Engineering team in Lorton, VA. This position reports to the Vice President of engineering and is responsible for providing leadership and coordination of all aspects of the System Engineering team. 

Duties & Responsibilities:

  • Your initial job duties and responsibilities will include, but are not limited to, the following:
  • Provide managerial & technical leadership to the company Systems Engineering team
  • Advance the role of Systems Engineering within the organization, ensuring the continuous advancement and improvement in skills, tools and capabilities to serve a growing portfolio of technically sophisticated product development programs
  • Ensure the quality of classical Systems Engineering activities performed by staff, including Requirements Management/Allocation, Architectural Design, Trade Studies/Decision Management and Verification/Validation in addition to coordinating with organizational stakeholders in Planning, Management, Configuration Control and Specialty Engineering
  • Provide advocacy for the Systems Engineering discipline to customers, management and technical staff
  • Support concept designs/architectures and technical narrative for proposal development
  • Develop solutions for complex decisions, with direct accountability to the program manager and/or end customer
  • Lead the development and implementation of updated/advanced systems engineering processes
  • Provide managerial & technical leadership to the Systems Engineering team that include system engineers and Engineering Project Managers (EPMs).
  • Evaluate customer requirements and mission CONOPS and generate internal specifications for systems and subsystems.
  • Advance the role of Systems Engineering within the organization and with other QinetiQ engineering groups, ensuring the continuous advancement and improvement in skills, tools and capabilities to serve a growing portfolio of technically sophisticated product development programs focused on electronic sensor systems design, integration, test, evaluation and deployment.
  • Ensure the quality of all Systems Engineering activities performed by staff, including Requirements Management/Allocation, Architectural Design, Trade Studies/Decision, design and test documentation and review, Management and Verification/Validation in addition to coordinating with organizational stakeholders in Planning, Management, Configuration Control and Specialty Engineering
  • Provide advocacy for the Systems Engineering discipline to customers, management and technical staff
  • Support conceptual design, system architectures, design trades and technical narrative for white papers generation and proposal development
  • Develop solutions for complex systems, with direct accountability to program managers and/or end customer
  • Lead the development and implementation of updated/advanced systems engineering processes
  • Oversight and participation in integration, test, and qualification of new products and product upgrades and support transition of prototype systems to LRIP and Full rate production.
  • Support business development activities through analysis of customer and market requirements, competitive technical analysis of alternatives and comparison against company capabilities. Recommend the development of new capabilities in support of market and customer needs.
  • Support sustaining engineering activities and support design for Reliability and maintainability.
  • Generation and validation of system specifications and sub-system “flow-down” specifications for new product development, including but not limited to system and subsystem performance specifications, trade analysis of performance and SWaP, control and test functionality, human factors and R&M.
  • Participate in proposal preparation of technical and cost bids, design and test reviews.
  • Providing technical leadership on new product developments.
  • Interact with customers regarding technical and programmatic issues
  • Provide leadership, guidance, coordination and review of work products produced by a team of multidisciplinary engineers, to include all stages and aspects of system design, electrical, mechanical and software design, testing, operation, schedules, and documentation.
  • Coordinate, manage and oversee all projects assigned to EPMs from inception through completion; works with EPMs to develop plans to meet project goals to include technical and cost and risk metrics.
  • Manage and tracks technical, budgetary, and schedule progress of all group activities and periodically prepares written and oral presentations to management and customer
  • Manage and document design and test issues, propose solutions to issues discovered through the RDT&E cycle and suggest “return to green” plans, communicate results to the engineering staff and to senior management, make technical presentations; represent the organization as the prime technical contact during design reviews and technical presentations to existing and future customers.
  • Ensure proper engineering discipline is implemented and documented for all analysis, design and I&T activities, and appropriate engineering processes are followed. Support engineering audits.
  • Manage all personnel issues; ensure technical excellence is maintained by directing the hiring, retention, and development of staff.
  • Collaborate with technical staff, program managers and executive management to develop and implement current, annual and long-term technical, schedule, quality, business and financial objectives; works with staff and management to assure that all corporate objectives relevant to system engineering are attained.
  • Contribute to the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts.
  • Participate in the development of new business opportunities and expansion of existing business opportunities.
  • Performs other duties as assigned or required.



To Land This Job, You Will Need: 
 

  • BS or MS degree in System Engineering, Electrical Engineering or Physics and 10 or more years of progressively complex system engineering experience with at least 5 of those years having management responsibilities directly related to RDT&E, new product introduction, design for manufacturing, low rate and full rate production engineering, all related to C5ISR sensor systems, unmanned ground and airborne platforms and payloads, robotics and electronic and Electro-Optics sensor systems.
  • Demonstrated extensive technical expertise and application of system engineering principles, concepts, theory, and practice as well as project and/or program leadership including organizing, planning, scheduling, and coordinating workloads to meet established project deadlines or milestones.
  • Must possess demonstrated management experience building and developing teams including hiring, retention, training and mentoring, and administrative management in support of a diverse set of technology and project pursuits, with preference to Electro-Optics Technology.
  • Demonstrated technical leadership experience leading a cross-functional project team of technical staff in the development of electronic sensors, subsystem and systems designs associated with electronic sensor systems is required.
  • Experience in managing multidisciplinary teams to achieve system level objectives is required.
  • Experience with Electro-Optics, Infrared, Hyperspectral, Lasers/LIDAR and RF/SAR electronics is highly desired.
  • Experience in Sensor system integration on-board military airborne, ground and Naval platforms is highly desired.
  • Knowledge of Systems Engineering principles is required. Hands on experience with DOORS or SLATE system engineering tools.
  • Demonstrated ability to manage and contribute to the development of new concepts and products; resolve unusually complex technical problems; serve as a system engineering lead and technical expert on overall system solutions.
  • Strong communication, presentation, and interpersonal skills and ability to communicate with all levels of management, professional and support staff, current and potential customers, and government representatives.
  • Customer focused, flexibility and ability to formulate plans based on the development of innovative new designs in resolving advanced technical engineering problems.
  • Must be able to work on a self-initiated basis and in a team environment.
  • A Professional Engineering License, PMP, documented original work(s) published in professional engineering journals, IP generation, presentations of original works to a national or international engineering symposium, and participation on engineering review panels as a technical expert or Chair are desirable.
  • Must be a US citizen and able to acquire a DoD secret level clearance.
