Description

Brown and Caldwell's location in Guam is currently looking for a Senior Program Manager to join our growing team! The successful candidate will work with a team to implement a large program for a major waterworks authority. In this critical role the candidate will deal with complex issues, utility management, and development of comprehensive capital planning, engineering, and construction efforts. Candidate will provide overall management support for multiple projects to ensure they all move together toward meeting the overall program management objectives and goals. As such, the successful candidate will delegate projects to subordinate engineers and construction specialists, supervise their work, and provide consultation in specialized areas including municipal wastewater and water systems. In addition, the candidate must have the ability to coordinate multiple engineers, subconsultants, contractors and other parties in an enforcement environment and be able to act as an extension of client’s staff, providing input and collaborating on decisions. It is critical for the candidate to be a strong communicator and to be able to influence others to accomplish objectives in this key role. Candidate will be based out of Guam and must be willing to relocate for the duration of the project with is anticipated to be 4 years. .

Job Expectations:

  • Develop scope, schedule and budget for engineering proposals.
  • Identify, procure, and manage engineering staff for each project team.
  • Provide key project management leadership and support.
  • Facilitate project delivery and execution (including managing sub consultants).
  • Interact with client, discipline leaders and assigned staff, to confirm work is progressing per schedule and budget and that the work is being developed to the appropriate level of completeness and quality.
  • Simplify complex topics for non-technical audiences and prepare quick pointed summaries for executives and stakeholders.
  • Prepare complex technical reports and other deliverables.

Desired Skills and Experience:

  • BS degree in Civil, Environmental, or related Engineering field; MS degree preferred.
  • 15+ years of experience with municipal water/wastewater utility engineering and construction; international experience; specifically, in Guam a plus.
  • P.E. and ability to quickly obtain P.E. in Guam by reciprocity (PMP certification from the Project Management Institute a plus).
  • Previous proven and successful program management experience on large municipal projects as either the lead or in an assistant project manager role with ability to obtain direct client references.
  • Strong planning experience through design and construction of large municipal and/or federal facilities.
  • Strong communication skills: i.e., ability to communicate orally and in writing - across functions and teams, up and down the chain of command. 
  • Strong negotiation skills.
  • Ability to proactively deal with conflict.
