Location:  Headquarters – Bloomington, IN

Pay Grade:  M-13
Directs and manages the personnel, activities and strategy of all aspects of Public Policy, Communications, Marketing and Economic Development. Provides leadership with division’s member support programs and is accountable for broad program implementation to ensure continued execution of the Cooperative’s mission. Cultivates individuals and teams to leverage innovative opportunities and/or solve complex challenges.
  • Develops strategies and plans to assess the impact of electric utility related proposed federal and state legislation and regulations on Hoosier Energy’s operations and business interests and develops appropriate responses to ensure the company’s interests are represented. Fosters and builds collaborative relationships and partnerships with legislators, legislative staff, policymakers, elected officials, executive branch staff, political leaders and administrative and regulatory agencies or commissions primarily on the state and federal levels of government, but also on the local level when necessary.
  • Represents, leads, implements and manages the company’s issue, education and advocacy efforts at the state and federal levels of government either independent of or in partnership with IEC’s government relations efforts depending on the issue and circumstance.
  • May represent the company with IEC, NRECA, and other relevant NRECA committees and initiatives.
  • Ensures the development of policies, procedures and programs for areas of responsibility are consistent with corporate goals and objectives.
  • Directs the development, implementation and continuous improvement of an enterprise business continuity/crisis management function that identifies the process and establishing authorities, responsibilities, rules and guidelines that ensures business continuity and 100% compliance.
  • Provides direction and actively participates on the Crisis Management Team. Ensures identified issues and concerns are addressed.
  • Works with the respective departments to ensure compliance with all federal, state and local laws and regulations related to business continuity standards and guidelines. Ensures the appropriate relationships are established with agencies, law enforcement, first responders, etc.
  • Responsible for the strategic operation, management, and optimization of the Communications program.
  • Responsible for the strategic operation, management, and optimization of all Marketing programs.
  • Responsible for the strategic operation, management, and optimization of all Economic Development programs.
  • Performs other duties as assigned.
  • Bachelor’s degree in mass communications, journalism, public administration or related discipline.
  • Graduate degree preferred in advanced technical or business.
  • Minimum 8 years’ experience with progressive responsibility in public affairs related activities.
