Human Resources Manager I

  • Liaise with union/trade personnel to ensure a harmonious relationship, and develop highly effective labor relations.

  • Thoroughly understand and be able to interpret a Collective Workforce Agreement and Collective Bargaining Agreements.

  • Work with subcontractors and service providers to ensure compliance with the Collective Workforce Agreement and Collective Bargaining Agreements.

  • Prepare agendas, take minutes, and lead Joint Labor Management Committee meetings.

  • Prepare pre-job paperwork and schedule required pre-jobs as required in order to provide timely notification to the appropriate parties.

  • Develop employee utilization reports.

  • Facilitate dispute resolution when required.

  • Research and respond to questions regarding jurisdiction, wages, hiring/firing processes and procedures, etc.

  • Review and facilitate resolution of competing claims for jurisdiction of scopes of work.

  • Identify opportunities to: engage the local community, businesses and workforce; help develop the construction workforce; and facilitate the entry of veterans into the building and construction trades.

  • Ability to review, research and interpret provisions of various union agreements.

  • Responsible for employee relations; handles employee relations counseling, provides advice, counsel and guidance on personnel issues.

  • Responsible for reviewing 90-day new hire follow-up and exit interviews. 

  • Stays current and maintains compliance on recent federal & state labor law changes and monitors labor law updates for changes that affect HR.

  • Responsible for the management of the recruitment process for all open project positions.

  • Works closely with management to implement and execute strategies to recruit talent. 

  • Works closely with management to assess and evaluate staffing needs and provides recommendations and guidance all employee compensation issues.

  • Builds and maintains relationships and strong communication with management regarding search activities, support and closure.

  • Builds and maintains relationships and strong communication with local labor unions regarding field staffing and labor relations issues.

  • Responsible for organization review/job evaluation, candidate screening, selection, offer and close processes.

  • Develops and manages numerous strategic sources for recruiting the highest caliber and most qualified candidates including employee referrals, external research, internet and contingency firms.

  • Communicates and implements company policies regarding all employee issues.

  • Administers the EEO Program for the project.

  • Assures EEO program is in compliance with EEO laws and regulations.

  • Serve as primary contact and liaison with Unions represented on site

  • Performs other related duties as required and assigned.

  • Reports to the Regional Senior HR Manager, West.


  • Bachelor’s degree in related field.

  • Professional in Human Resources (PHR/SPHR) certification a plus.

  • Five (5) to eight (8) years of experience negotiating with unions.

  • Five (5) to eight (8) years of Human Resources experience.

  • Strong business acumen and experience working within the construction industry a must.

  • Construction recruitment experience.

  • Strong computer skills: Word, Excel, PowerPoint, Outlook and familiarity with HRIS systems.

  • Well-developed written presentation, organization, and editing skills.

  • Strong negotiation skills and customer service skills.

  • Ability to multi-task and work in high pressure environment.

  • Strong organizational skills and very detail oriented.

  • Proactive and solution oriented.

  • Must demonstrate exceptional judgment, discretion and professional courtesy.

  • Effective oral and written communication skills, excellent interpersonal skills, and a high degree of confidentiality.

  • Ability to travel between Sacramento, CA and Calaveras project location on an as needed basis (95% in Sacramento, 5% in Calaveras)

  • Experience working with construction unions in CA work setting

  • Travel up to 20% may be required.
