The Systems Engineer for IT Service Management will be a technical subject matter expert and platform owner for the City’s ServiceNow instances. This position will assist in developing and architecting the platform and will be responsible for programmatically building customizations to and integrations with ServiceNow to suit business needs. The ITSM systems engineer works closely with others in the daily ServiceNow administration and upkeep.

The preferred candidate will have a four-year Bachelor degree from an accredited university and applicable work experience in the technology industry with at least 4 years of progressively increasing responsibilities.

Work Functions and Responsibilities:

  • Discuss system and data automation needs with internal and external clients. Design, prepare, and review systems specifications and configurations for creating complex integrated systems to meet city needs; develop RFPs, contracts, and other documents to ensure compliance with city policies and current principles of information processing; create and review installation instructions for system compatibility with multi-vendor configuration; select software and hardware products to fulfill requirements.
  • Analyze and install manufacturer supplied or internally developed system software and/or hardware to maintain, upgrade, or enhance the City’s information technology systems and configurations. Once systems are installed, test system and troubleshoot bugs to ensure proper connectivity and compatibility/integration with interconnected systems.
  • Collaborate with other information technology professionals to plan and administer projects to determine impact and establish scope and schedules in order to ensure satisfactory and timely completion of work.
  • Provide technical advice to management and other personnel on software and hardware capabilities, limitations, and costs; perform troubleshooting and problem solving to provide around-the-clock system availability.
  • Coordinate with other information technology professionals to tailor system components and configurations to optimize performance.
  • Perform other job duties requiring the skills, knowledge and abilities as described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs.

  • Create, modify and maintain web services and systems integration technologies such as REST, SOAP, AJAX, JSON, DOM, etc.
  • Development using Java, JavaScript, AngularJS, Angular, Jelly, HTML, CSS, XML, JQuery, and Bootstrap toolkit
  • Upgrading of complex information technology systems
  • Workflow and forms development
  • SQL data modeling
  • Develop test plans and cases
  • Develop automated test scripts
  • SDLC including Requirements Analysis, Design, Installation, Development, Testing (application code and user acceptance), and Deployment
  • Monitor system performance and report issues to management and vendors

Minimum Requirements:

MINIMUM: Any combination of education (above the high school level) and/or experience equivalent to eight (8) years in fields providing the required knowledge, skills, and abilities, and associated with such positions as information technology systems engineer, database administrator, technical systems analyst, programmer analyst or systems analyst.
SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Four (4) years of progressive professional experience in the advertised job role may be required; such required certifications will be listed in the requisition that announces the vacancy. Position may require one or more Expert Level Industry Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in
the requisition that announces the vacancy.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
