As the leader of the Solutions Engineering Team, the Systems Engineer III is responsible for planning, coordinating, installing, upgrading, and supporting business critical applications. The Solutions Engineering Team is responsible for performing applications maintenance and monitoring, systems patching, updates, and application administration. The lead position is responsible for the resource management of a dozen highly trained and capable IT System Engineers. This position reports to the Chief Technology Officer and will provide, as requested, current efforts of the Solutions Engineering team, provide reports of resource availability, and resource assignments.
This position provides leadership for the Solutions Engineering team, interfaces with customers in the 30 plus Virginia Beach departments and ensures that the team is following established IT and security processes in the identification, specifications, implementation, monitoring, and documentation of the applications fielded to support the departments and citizens.
This position provides system level guidance for junior engineers and mentors subordinate engineers in the policies and procedures defined by the City’s Human Resources department and Information Technology senior management.
CJIS/PREA Disclaimer: ***This position will provide direct support to the City’s Public Safety departments and will have physical access to public safety buildings and/or access to confidential and sensitive public safety databases. As such, and in compliance with federal regulations and guidelines, City of Virginia Beach IT staff and contractors must receive a Criminal Justice Information Systems (CJIS) and may require a Prison Rape Elimination Act (PREA) criminal background clearance prior to employment and annually thereafter while employed or under contract with the City of Virginia Beach. MINIMUMS: Any combination of education (above the high school level) and/or experience equivalent to ten (10) years in fields providing the required knowledge, skills, and abilities and associated with such positions as information technology systems engineer, database administrator, technical systems analyst, programmer analyst or systems analyst. Must have, or obtain, a current and valid Virginia or North Carolina drivers license in accordance with Virginia or North Carolina DMV drivers license eligibility requirements. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies. Must be available to work evenings, weekends, holidays, and overtime when required to meet operational needs. Four (4) years of progressive professional experience in the advertised job role may be required; such required experience will be listed in the requisition that announces the vacancy. Position may require certain Expert Level I Certifications specific to the work to be performed and maintain currency of those, or successor, certifications; such required certifications will be listed in the requisition that announces the vacancy.

• Demonstrated experience in a supervisory role in the Information Technology field with a minimum of 5 years’ experience leading IT engineers.
• Experience in conflict resolution.
• Experience working in a project-oriented environment.
• Experience as a Windows System Engineer.

• Incumbent will be a team player with experience with:
o Large enterprise n-tier systems
o Windows scripting and automation techniques for system maintenance
o Current security standards to include PCI, NIST, and FIPS data transfer standards.
• Many Microsoft products in use are running the latest version, and preferred candidates will have experience in large or enterprise environments with some of these systems including Microsoft Windows Server 2012 R2/2016 support and Microsoft SQL 2016 and above interfacing.
• MCSE 2012/2016 or MCITP 2008 certification, or equivalent industry certifications are highly preferred
