Job Duties:

Responsible for developing reports, dashboards and financial data from Finance applications.  Responsible for providing departments with summary, provide specific detail and other financial data for decisions.  Gather data through mining, cleaning, organizing, relating and cataloging financial data to create reports for improving financial knowledge management.  Work with data tools, analytics tools and various applications to develop financial data for decision-makers and to identify opportunities to solve problems, improve processes, implement financial controls and provide value through the analysis of financial data.

Research and apply financial systems solutions to financial and business related processes.  Conduct research, perform due diligence, and engage in intensive research that uncovers valuable information, industry trends, and opportunities. Prepare feasibility and gap analyses to document systems abilities to meet business requirements. Leverage learned knowledge for the benefit of yielding desired results, optimizing processes, decision-making and forming strategic approaches. Recommends actions to management, and supports and explains through analysis, interpreting data, and verification of data.

Evaluate, configure and implement complex business and financial software solutions, upgrades and improvements as the functional expert. Re-engineering business processes, develop business and systems internal controls.  Take initiative to learn and research systems to develop options and feasibility.   Prepare flowcharts, affinity diagrams, and other documentation  as needed.  Develop detailed testing plans and conduct system functional testing when required.  Problem-solve software or systems process issues within a team or individually.  Lead cross-functional  project teams in development of city-wide system solutions, policies, and procedures. Build cohesive, productive and effective teams by planning, coaching, conducting, facilitating, building consensus, collaborating and managing multiple team roles to achieve desired results.  Facilitate, collaborate and lead teams to re-engineer business processes, develop specifications and interfaces.   Work collaboratively with Information Technology.  Serve as liaison between end users, process owners, and technical personnel. 

Build and maintain positive end user, supplier and IT relations to assist with addressing complex functional issues and ensure positive workflow, resource management approval chains and efforts.  Utilize internal control framework , control monitoring, industry recommendations, and risk compliance tools.  Recommend the incorporation of internal controls within financial business processes.   Help all owners understand their responsibilities for operational and financial controls through development of on-line training tools. 


Minimum Requirements:

MINIMUMS: Requires any combination of education (above the high school level) and/or experience equivalent to eleven (11) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as Systems Analyst or Business Analyst. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.

Experience with Large Scale ERP and ERP Implementation. Experience with Financial Business Intelligence applications, techniques and tools. Experience in Financial area including Accounting, Payroll or Procure to Pay. Experience with Financial Controls and Compliance. Experience using PowerBI, MS-VISIO, and MS-PROJECT. Experience designing specifications, reports and/or financial processes.

VRS Contribution:   All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
