IT Concepts Inc. (ITC) is seeking a well-qualified experienced Human Capital Analytics Consultant in Washington, DC to support our Intel community client in the areas of human capital analytics, data modeling, data visualization, and survey development agency wide. The core mission of the project is the design, implementation, and evaluation of hiring and staffing programs to effectively attract and retain staff. The incumbent will be expected to apply knowledge of human capital strategy and data analytics to the areas of recruitment/staffing, workforce development and HR business processes, to help administer strategic direction for the way that our client structures and implements staffing and career development programs for its workforce.

Nice to Have Qualifications/Skills Required:

  • Knowledge of data mining, machine learning, data visualization and statistical modeling
  • Statistical analysis experience (use of statistical software such as SPSS, SAS, Stata, MATLAB, R)
  • Experience working with or developing HR systems and tools for the federal government
  • Desire to translate information, develop insights, and work alongside clients at client sites
  • General knowledge of human resource concepts such as Benefits eligibility, Pay Administration, creditable service, and Personnel Action Request (PAR) processing

Minimum Qualifications:

  • Statistical analysis experience is a must
  • Experience building and maintaining client relationships in a team-based government or management consulting environment
  • Understanding of talent management, recruiting and/or staffing best practices
  • Experience in analysis packages and programming languages such as SQL and SAS
  • Proven recruiting/retention/staffing analysis skills to include but limited: HR data analytics, survey development, data modeling, data visualization, technology, etc.
  • Strong technology, data management, and analytics skills (use of Microsoft Excel, macros and/or access to analyze data.
  • Experience working independently with minimal guidance
  • Strong problem solving and troubleshooting skills with experience exercising mature judgment
  • Proven experience effectively prioritizing workload to meet deadlines and work objectives
  • Knowledge of Microsoft Office Products (Excel, Access, Power Point)
  • BA/BS degree in related field is highly desired.

Preferred: Computer Science, Math, Information Technology, Integrated Science and Technology

Potential: MA in Human Resource Management, MA in Human Resource Development, MA in Industrial-Organizational Psychology, MBA with Human Resource or Organizational Behavior emphasis, or MPA


Must possess an active TS/SCI clearance will need to pass CI Polygraph
