Over the past 4 years, there has been a significant increase in the amount of humanitarian and development programming that utilizes cash-based and market-based approaches in Yemen. Between 2015 and 2019 CARE Yemen FSL portfolio through distributing cash and vouchers has more than tripled. The use of Cash Based Interventions (CBI) within CARE has gradually gained momentum and has been recognized as a suitable response modality in Yemen. This role is an attempt to lead CARE Yemen’s commitments to enhance Cash Programming efforts across its humanitarian operational areas in Yemen. The position will serve in ensuring strong technical capacity in cash approaches in Yemen while expanding the CBI interventions in the country.

Under the supervision of the Deputy Director for Program Quality and Development and working in tandem with the Food Security and Livelihoods Advisor, the Cash and Markets Advisor will provide accompaniment and technical support on cash programming activities (emergency food assistance) to CARE Yemen country teams. The Cash and Markets Advisor will be responsible for developing guidance, building capacity, and promoting strategic leadership on cash programming, market assessment, and response analysis; and supporting the development and implementation of quality cash transfer programs with partners.

  • Master’s degree in development studies/economics/social science or equivalent
  • At least 5 years of working experience in cash based programming
  • At least 6 years working for UN or INGO in humanitarian context and a challenging environment
  • Fluent in written and spoken English
  • Ability to conduct contextual analysis using qualitative and quantitative research and other assessment tools
