Project Objective:

USAID/Cambodia intends to conduct an evaluation of the USAID Keo Seima Conservation Project (KSCP) and the USAID Wildlife Sanctuary Support Program (WSSP). The two current USAID activities (WSSP and KCSP) are scheduled to end in March and August 2021, respectively. This evaluation will assist the Mission in reaching decisions related to: (1) the effectiveness of the current approaches to improving natural resource management; (2) the methodology to inform the Mission in any future activity; and (3) the nature and scope of possible future interventions based on lessons learned from the current project, and an assessment of missing opportunities that could address the social, economical and environmental issues more effectively.

 

Position Description:

SI is seeking a Team Leader/Senior NRM Expert for the Keo Seima Conservation Project and Wildlife Sanctuary Support Program Evaluation. The Team Leader will be responsible for the technical and methodological leadership of the evaluation. He/she will provide leadership for the team, finalize the evaluation design, coordinate activities, arrange periodic meetings, consolidate individual input from team members, and coordinate the process of assembling the final findings and recommendations into a high-quality document. S/he will also write the final report and lead the preparation and presentation of the key evaluation findings and recommendations. The approximate period of performance is June 2020 to January 2021, with the data collection scheduled to occur in October-November 2020.

Responsibilities:

  • Lead review team, task implementation, and preparation of all deliverables
  • Serve as a primary author of evaluation reports and materials (evaluation design report, data collection instruments, final evaluation report and data documentation package) and participate in presentations on evaluation findings
  • Lead responses to SI and USAID comments on deliverables
  • Work collaboratively with other Sector Experts and team members to complete all data collection, analysis, and reporting tasks.

  

Qualifications:

  • Master’s degree in NRM or related field
  • Minimum 5 years of senior level experience working in the Environment/NRM sector
  • Extensive experience in conducting qualitative evaluations/ assessments Environment/NRM sector
  • Experience in leading evaluation teams and preparing high quality documents.
  • Excellent oral and written skills are required
  • Experience in Cambodia or similar political contexts preferred
