Local Logistician, Evaluation of Reinforce Basic Health Service Activity, Timor-Leste

Proposal Objective:

SI is responding to a Task Order under the Asia Learning and Monitoring and Evaluation (ALME) contract to conduct a midterm evaluation of the $8.4M USAID/Timor Leste Reinforce Activity. Reinforce began in 2015, and aims to build the capacity of the Ministry of Health (MOH) at the national and municipal levels to deliver high-quality and high-impact services in maternal and neonatal child health (MNCH) and family planning (FP). The project is targeting the municipality of Covalima to make it a model of health services delivery to be used across Timor-Leste.

The period of performance is expected to be end of September 2019 to April 2020, with in-country field work expected in January 2020.

Position Description:

Social Impact is seeking a local Logisticians to support the evaluation team both before and during its arrival. The Logistician will support the logistical/administrative requirements such as arranging travel and lodging, contacting local government entities for interviews and site visits, scheduling interviews, and advising the team on local customs and appropriateness of interview protocols.

  • Responsible for all operations and logistics of the evaluation.
  • Arrange meetings and transport.
  • Contact government officials and entities and arrange interviews for the evaluation team.
  • Provide regular updates to evaluation team and headquarters support team.


  • A Bachelor’s degree and eight years of relevant experience.
  • Experience in administration or logistics of the evaluation of international development projects, preferably for evaluations in the public health and healthcare field.
  • Experience handling logistics of data collection (setting up interviews, tracking completions, locating participants, identifying and setting up locations for interviews and focus groups, etc).
  • Ability and willingness to travel to support the team throughout data collection.
  • Fluency in spoken and written English and Tetum required.
