Proposal Objective:

SI is responding to a Task Order under the Asia Learning and Monitoring and Evaluation (ALME) contract to conduct an end-line Performance Evaluation of the Challenge Tuberculosis (TB)-Burma program. The goal of the activity, which was implemented between 2015 and 2019, was to increase TB case funding, improve diagnostic capacity, strengthen the national TB program, and support the national multi-drug-resistant tuberculosis (MDR-TB) response.

This evaluation will assess and document Challenge TB’s most significant achievements and contributions to the national response to TB and MDR-TB in Myanmar since the start of Challenge TB, assess challenges, lessons learned and promising practices to inform future USAID/Burma TB programming, as well as highlight technical priorities and key issues for USAID TB investments in Burma.

Position Description:

Social Impact is seeking a Senior Evaluation Specialist with knowledge of the TB sector to work with the Team Leader to perform and assist with data collection and analysis and provide evaluation expertise to inform the evaluation plan, questions, sampling methods, data collection and analysis methods and reporting processes.

The period of performance is seven months, from August 2019-February 2020.

  • Perform and assist with data collection and analysis.
  • Provide technical and management expertise in evaluation design and implementation and qualitative data collection such as key informant interviews or focus group discussions throughout the duration of the evaluation.
  • Contribute to finalizing the evaluation work plan with ALME/Burma.
  • Contribute substantially to all contract reporting and document production.
  • Support the Team Leader in preparing and presenting key evaluation findings and recommendations to ALME/Burma.


  • Graduate degree in public health, international development, organizational development, governance, community development or a related relevant field highly preferred.
  • A Master’s in a relevant field and ten years of related experience or a PhD in a relevant field and eight years of related experience, including substantial demonstrated experience in designing, evaluating and/or assessing donor-funded projects in the public health sector.
  • Experience working with TB programming is strongly preferred, ideally an understanding of the specific issues that inform and challenge TB programming in Burma.
  • Prior work experience in Burma is strongly preferred, and familiarity with Burmese TB-related statistics is required.
  • Experience supporting and undertaking evaluations using mixed methods approaches that meet recognized standards for credibility and rigor.
  • An understanding of gender constraints and gaps faced by women with TB/MDR, in particular women in remote areas, is preferred.
  • Familiarity with USAID rules and regulations.
  • Strong analytical and report writing skills and task management.
  • Fluency in spoken and written English is required.
