Proposal Objective:

The Department for International Development (DFID) and Hewlett Foundation (Hewlett) seek an evaluation team with extensive experience of complex evaluations in the field of governance to carry out an independent performance evaluation with a qualitative assessment of impact of the Open Government Partnership (OGP), especially in low- and middle-income countries. The evaluation will focus on the OGP as a process and platform to promote open governance reform, as well as the roles of its supporting institutions. The overarching aim is to learn what factors in various contexts influence the ambition and implementation of open governance reforms through the OGP process, and what types of support are most effective to influence positive outcomes. 

The evaluation will operate in several priority countries simultaneously. The evaluation will start in the first quarter of 2019 and run for two years until May 2021 with the possibility to be extended for two more years until 2023 if funding can be secured. 

Position Description:

SI is seeking a Team Leader to provide leadership to the evaluation team throughout the duration of the contract. This is a short-term position.

Responsibilities:

  • Provide leadership to project team throughout the evaluation.
  • Develop the design of the evaluation and the work plan.
  • Lead the development of and piloting of data collection instruments.
  • Coordinate and lead data collection activities in the field.
  • Coordinate, participate in, and oversee analysis of data.
  • Consolidate technical input from team members and ensure that deliverables are met in timely manner.
  • Coordinate process of assembling the findings, conclusions, and recommendations in the report.
  • Respond to report comments.
  • Lead the preparation of findings, conclusions and recommendations.

Qualifications:

Required Qualifications:

  • Master’s degree in development studies, political science or other relevant field of study.
  • At least 10 years of progressively more responsible experience designing, implementing, analyzing and managing the performance of development activities, including a minimum of five years of experience effectively leading evaluation and/or research teams.
  • Extensive knowledge of evaluation methods and techniques in complex settings; 
  • Very good policy knowledge and theoretical understanding of government transparency.
  • Experience with conducting evaluations in DFID priority countries.
  • In-depth knowledge of the political processes in the selected countries.
  • A track record of high quality, publishable and credible evaluations.
  • Experience in conducting and coordinating multi-country evaluations.
  • Ability to communicate evaluation findings and facilitate learning with a variety of stakeholders.
  • Strong understanding of value for money, including experience in analyzing the cost efficiency of policy influencing programmes.
  • Strong research, report writing and communication skills. 
  • Fluency in written and oral English required.

Desired Qualifications:

  • Experience working with and/or writing on the Open Government Partnership or similar multi-stakeholder organisations.
  • Good understanding of gender analysis and inclusion.
