GIS Specialist, Political Economy Analysis of Rohingya Refugee Crisis in Bangladesh

Project Objective  

SI is implementing a one-year extension of the Democracy and Governance (DG) Monitoring and Evaluation Support Activity (MESA) to provide the USAID DG office with flexible, demand-driven, technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. 

DG MESA is conducting a Political Economy Analysis (PEA) of the Cox’s Bazar and Bandarban areas in Bangladesh to help USAID/Bangladesh better understand the local development policy, planning, and networks in communities impacted by the Rohingya refugee crisis.  The PEA will leverage USAID’s Applied PEA Framework.

The primary audience for this PEA is USAID/Bangladesh.

Position Description

The GIS Specialist will work with the Team Leader and other local and international team members to conduct this PEA.  The team will also be supported technically and logistically by Social Impact’s Dhaka-based office.  The GIS Specialist will be responsible for supporting the integration of mapping and GIS analysis in the PEA design, collecting, collating, and analyzing relevant secondary data available, participating in fieldwork to work with the PEA team, speak to local stakeholders to identify additional GIS data available, and advise on how the rapid PEA data collection can collect primary data on key variables helpful to GIS analysis.

The PEA will last from February-April, with fieldwork taking place between approximately February 23-March 14.  Fieldwork will include travel to Cox’s Bazar and Bandarban.  Approximately 45 days of LOE are available for this position.


  • Contribute as requested to PEA design, data collection instruments, and inception report to ensure the integration of mapping and GIS analysis in a way that will support the main research questions and enhance analysis and understanding
  • Collect, collate, and analyze relevant secondary GIS data available to inform findings of main research questions
  • Participate in fieldwork in Bangladesh to help identify additional datasets, work with the PEA team on integrating the mapping into the rest of the PEA, and collect or support the PEA team to collect a limited amount of data on key locations or variables for mapping that might further enhance analysis
  • Produce final maps for the PEA report and contribute as needed to the draft report, writing drafts of sections such as GIS methods or explanations of maps at the direction of the Team Leader


  • At least five (5) years of relevant experience with GIS mapping for international development research or programming required.
  • Advanced proficiency in ArcGIS or equivalent required.
  • Demonstrated experience using mapping analysis to help inform program design and decision-making.
  • Past experience working with secondary datasets in international development contexts.
  • Ability to work in cross-cultural settings on a team with diverse skillsets.
  • Ability to effectively write and communicate in English.
