Local Expert, Political Economy Analysis of Rohingya Refugee Crisis in Bangladesh

Project Objective  

SI is implementing a one-year extension of the Democracy and Governance (DG) Monitoring and Evaluation Support Activity (MESA) to provide the USAID DG office with flexible, demand-driven, technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. 

DG MESA is conducting a Political Economy Analysis (PEA) of the Cox’s Bazar and Bandarban areas in Bangladesh to help USAID/Bangladesh better understand the local development policy, planning, and networks in communities impacted by the Rohingya refugee crisis.  The PEA will leverage USAID’s Applied PEA Framework.

The primary audiences for this PEA is USAID/Bangladesh.

Position Description

*This position is limited to Bangladesh Citizens*

Two Local Experts will work with the Team Leader and Evaluation Specialist to conduct this PEA. The team will consist of five members plus two interpreters.  The team will also be supported technically and logistically by Social Impact’s Dhaka-based office.  The evaluation will last from February-April, with fieldwork taking place between approximately February 23-March 14.  Fieldwork will include travel to Cox’s Bazar and Bandarban.   Full-time availability is expected during the fieldwork period.  Approximately 25 days of LOE are available for this position.

The Local Experts will be key members of the PEA Team.  They will participate remotely in Team Planning Meetings prior to fieldwork to give input on the PEA design, conduct desk review, conduct and take notes of Key Informant Interviews and Focus Group Discussions during fieldwork, participate in data analysis, and contribute as requested to the draft report.


  • Facilitate key informant interviews, focus group discussions (FGD) and other data collection
  • Take and type up interview notes
  • Contribute to data analysis
  • Contribute to the draft evaluation report


  • Post-graduate level social science, political science, or related field.
  • In-depth knowledge of issues relating to Bangladesh democracy and governance context, including demonstrated work experience on the Rohingya refugee crisis.
  • Past experience with Political Economy Analysis preferred.
  • Experience in conducting qualitative research required.
  • Ability to conduct interviews and discussions in English and Bangla required.
  • Strong writing skills and ability to contribute to an evaluation report in English required.
