Project Objective:

The United States Agency for International Development (USAID) Ukraine Local Governance Project (LGP) was designed in 2015 to respond to the momentum for decentralization reform created after the Revolution of Dignity and 2014 Presidential and Parliamentary elections. The design was informed by USAID’s 2014 Local Governance Assessment, which found widespread public support and political will for decentralization in Ukraine at the time, as well as USAID’s significant experience supporting decentralization reform in Ukraine. The Ukrainian government hopes decentralization can be a powerful tool for countering Kremlin influence and pro-separatist sentiments in the east by activating and institutionalizing democratic interactions in thousands of localities around the country and incorporating the views of Ukraine’s diverse communities into decision making while transferring authority and resources to the community level. 

The problem that the LGP sought to address was of Ukraine’s ineffective self-government at the local and regional level, which was unresponsive to local needs, underfunded and disempowered by an overly centralized system, and weakened by rampant corruption. SI has been contracted to conduct a Whole-of-Project Evaluation (WOPE) to examine the soundness of the LGP theory of change, evaluate collaboration among USAID implementing mechanisms, and identify adjustments to USAID’s approach that would more effectively strengthen local governance. The    


Position Description:

SI is seeking an individual to fulfill the role of the evaluation team leader (TL) on this evaluation. The TL will manage and oversee the evaluation team (ET) and the final products. In addition, the TL is responsible for coordinating evaluation activities and ensuring the production and completion of the evaluation report in conformance with the scope of work and timelines. The TL will guide the development of the evaluation design, data collection strategy, instruments, and protocols. The TL will direct data collection and compilation, engage in key informant interviews and focus group discussions; conduct data analysis and coordinate technical inputs of evaluation team members and finalize deliverables. The TL will ensure quality assurance and timeliness of all deliverables, including adherence to SI’s quality assurance standards. The expected start date will be in March 2019 and we anticipate this position will require 60 days of LOE with about 4 weeks of field work in Ukraine. This is a part-time position reporting to the U.S.-based SI Project Director and working closely with the SI management team/headquarters (HQ), as well as two other evaluation team members with local governance and decentralization and/or performance evaluation expertise.



  • Lead a desk review of documents relevant to local governance and decentralization programming.
  • Lead development and the finalization of the evaluation design and data collection instruments, coordinating technical inputs from the team.
  • Administer key informant interviews (KIIs) with internal and external project stakeholders in Ukraine.
  • Organize and conduct focus group discussions (FGDs) and/or surveys of local governance and decentralization partners and beneficiaries in Ukraine.
  • Ensure all team members carefully collect, clean, stored, and manage both qualitative and quantitative data.
  • Lead the development of the data analysis and drafting of findings, conclusions, and recommendations matrix.
  • Guide and oversee the development and finalization of project deliverables, including the inception report, draft report, final report, policy brief and presentations.
  • Present project results to key stakeholders (USAID, project staff, etc.), other relevant development partners, and LGP subgrantees in Ukraine.
  • Ensure quality work in all deliverables; implement SI quality assurance processes.
  • Work closely with SI HQ team and communicate in a timely and effective manner with all project personnel.



  • Master’s Degree in degree in political science, international relations, social sciences, economics or any other relevant field
  • Minimum six years’ experience in designing and/or conducting evaluations of international development projects and leading evaluation teams
  • Prior experience as an evaluation team leader desirable
  • Demonstrated skills in qualitative data analysis
  • Experience managing performance evaluations of similar size for USAID activities in Ukraine or the Eastern Europe/CIS region is desirable 
  • Knowledge of the local governance and decentralization sectors
  • Knowledge of USAID Evaluation Policy and evaluation reporting requirements
  • Excellent communication skills, both verbal and written, are required
  • Demonstrated organizational skills and attention to detail; ability to work independently to meet deadlines and adhere to high quality standards
  • Strong professional written and verbal proficiency in the English language
  • Ability and willingness to travel to Ukraine for fieldwork
