SI is implementing a one-year extension of the Democracy and Governance (DG) Monitoring and Evaluation Support Activity (MESA) to provide the USAID DG office with flexible, demand-driven, technical, analytic, advisory, training, monitoring, evaluation, and related support services for performance measurement, planning, monitoring, evaluation, reporting, activity mapping, and performance information management and dissemination activities. DG MESA is conducting a mid-term performance evaluation to assess the SPL’s technical and programmatic validity and effectiveness, and also assess SPL’s progress towards sustainability.
The primary audiences for this performance evaluation are USAID/Bangladesh and Democracy International. Secondary audiences will include US Embassy state department in Bangladesh, UKAid, political parties of Bangladesh, the USAID Asia Bureau and, other bi-lateral and multi-lateral donors working for democratic governance and other concern development partners.
The Evaluation Specialist will work with the Team Leader and two other local Democracy and Governance Evaluation Specialists to conduct this mid-term evaluation, supported by two interpreters and a logistician. The team will also be supported technically and logistically by Social Impact’s Dhaka-based office. The Evaluation Specialist will work closely under the Team Leader to ensure the technical quality of the evaluation, and lead a sub-team consisting of one local Democracy and Governance Evaluation Specialist and one interpreter.
The evaluation will last from January-March, with fieldwork taking place between approximately January 27-February 18. Fieldwork may include travel outside of Dhaka, and exact locations are not yet set. Approximately 38 days of LOE are available for this position.
