Local Research Assistant, Evaluation of the MCC Lesotho Metolong Dam Program (MP) and Urban and Peri-Urban Water (UPUW) Activity, Lesotho

Project Objective:

SI is completing an ex post, summative evaluation of MCC’s urban water sector investments in Lesotho.

Period of Performance:

This will be a part-time consulting opportunity between October 2018 – November 2019, with full-time effort required for 2-4 weeks at a time around times of data collection tentatively scheduled for October-November 2018 for qualitative data collection and early 2019 (TBD) for quantitative data collection.

Position Description:

Support the implementation and coordinate logistics for the evaluation. Arrange meetings with stakeholders, participate in key informant interviews as a notetaker/co-facilitator, assist in securing local permissions as needed (may involve collaborating with SI’s local data collection firms), and play a key role in quantitative and qualitative data collection quality assurance (may include some travel outside of Maseru).

Essential Tasks:

  • Assist evaluation team with validation of key informant interview, focus group discussion, and household survey data collection instruments as requested.
  • Arrange logistics and confirm appointments for evaluation team’s meetings and interviews.
  • Participate as a notetaker and co-facilitator in key informant interviews with local stakeholders
  • Facilitate obtaining appropriate local permissions as needed to conduct the evaluation, working with SI’s data collection partner as requested by SI.
  • Play critical role in overseeing data collection effort of qualitative data collection, provide quality assurance including spot checks and surprise visits in the field

  • As needed, provide interpreting services during meetings for expatriate members of the team.
  • As needed, prepare minutes of meetings, as well as background documents, for the team in a timely manner.
  • Assist in obtaining data, sampling frames, and other information from local entities

Required Qualifications:

  • Bachelor’s degree or higher.
  • Three or more years of experience in overseeing and managing the implementing of quantitative, qualitative, and administrative data collection in Lesotho.
  • Demonstrated ability to coordinate effectively with local institutions, including local utilities, NGOs, and government agencies for the design and implementation of evaluations, including problem solving.
  • Excellent written and oral communication skills; excellent interpersonal skills.
  • Prior experience overseeing logistics for qualitative & quantitative data collection.
  • Ability to work independently and collaboratively within the context of a larger team.
  • English proficiency (written and oral); Fluency in Sesotho (written and oral)
  • Willingness and ability to travel throughout urban and peri-urban areas of Lesotho.
  • Preferred: Familiarity with water and sanitation sector in Lesotho
