CARE is embarking on a three-year SRHR research project focused on approaches that support the introduction of self-administered DMPA-SC that enable women to make and act on their family planning (FP) choices. The consortium will take an innovative, collaborative approach to self-injection (SI) research and community support that will expand and operationalize understanding of autonomy and empowered FP decision-making.

CARE is seeking an experienced Deputy Project Director who will provide overall direction, technical leadership and project management support to successfully guide CARE's role as technical co-lead for this initiative. The Deputy Project Director will be responsible for leading CARE's role in the project and providing overall project management, including, but not limited to the following: development and execution of work plans, coordination internally and externally, budget management, project reporting, and liaising with the prime organization, donor, and other partners.

CARE's role in the consortium will focus on leveraging community-based platforms to enhance SI access for a range of users in both humanitarian and development contexts in Uganda. CARE will also help lead the entire consortium's efforts to improve measurement of how women’s empowered decision-making and reproductive autonomy relates to self-injection. CARE will also provide cross-cutting technical assistance for the entire consortium on women’s empowerment.

Finally, the position will lead CARE's support to the Prime organization on consortium collaboration and convening, including in external spaces. Responsibilities will include working closely with the Prime organization, country team and consortium and other partners to support quality intervention design, implementation, metric development, and evaluation. This will require knowledge of, and experience with, health systems in low resource settings, family planning programming, and research and evaluation, as well as expertise in reproductive autonomy and adolescent sexual and reproductive health.

The incumbent will be responsible for ensuring program quality throughout the life of the project. This position will directly report to the Director, SRHR, as well as reporting programmatically to the Director of the project based in the Prime organization. The Deputy Project Director must also have exceptional skills working cross-culturally, excellent presentation skills, and experience working with a broad range of partners and donors. 

Responsibilities:

Provide overall project Leadership, Direction setting and project management for CARE’s scope

  • Manage overall program leadership for CARE's scope within the consortium
  • Lead the development, execution and monitoring of workplans and project reporting in collaboration with the country team and partners
  • Develop and oversee contracts for US-based partners and coordinate with country partners

Collaboration, representation and relationship management

  • develop and maintain strong working relationships both within and outside of CARE to ensure successful execution of the project, particularly the Project Director at the Prime organization, and with the project donor, and with consortium partners,
  • Develop strong collaborations with the CARE Uganda country team and facilitate the development of joint work plans and regular check ins, embedded within broader consortium coordination mechanisms.
  • Lead the CARE team and support the Prime Project Director on setting strategic direction, developing joint workplans, and regular meetings/calls and follow-up

Technical Leadership and guidance to ensure Program Quality

  • Provide technical leadership to guide CARE's scope within the consortium
  • Build CARE's visibility in innovative, cross-sectoral program design to accelerate family planning progress
  • Work closely with country teams and consortium partners to support quality intervention design, implementation, and evaluation
  • Support the Prime organization and in-country consortium partners to develop the research protocols and tools
  • Oversee data collection and analysis, and package results
  • Maintain a high level of technical knowledge and expertise in SRHR and related fields and represent CARE in critical spaces within the broader SRHR community

Qualifications:

  • Bachelor’s degree in public health, epidemiology, or behavioral/social sciences. Master’s degree preferred
  • 5-7 years of experience in a relevant role
  • Extensive experience designing and implementing family planning and health research programs in global contexts
  • Experience in designing and executing quantitative and qualitative evaluations of health programs, informed by feminist research methodology
  • Must possess the ability to develop partnerships, to collaborate and negotiate
  • Experience in managing a multi-context, multi-partner health program
  • Experience in program and team management and donor relations
  • Strong understanding of gender and empowerment frameworks
  • Demonstrated experience using Human Centered Design or other participatory design methods 
  • Must be able to build supportive and collaborative work environments
  • Ability to communicate effectively in oral and written formats
  • Proficiency of the English language is required
  • Proficiency in MS Word, Excel, PowerPoint
