CARE is working in Syria to support vulnerable women, men, girls and boys affected by the ongoing civil war. We work both through partners and through direct delivery of humanitarian assistance across different parts of Syria. In addition, CARE supports livelihoods recovery and resilience programming across Syria. Currently CARE’s core sectors in Syria are Food Security & Livelihoods (FSL), WASH, Emergency Response and Protection, working with over 120 staff in hubs across the country. CARE's programs  North East Syria (NES) have a strategic focus on provision of humanitarian assistance (FSL, WASH, NFIs, etc.) and resilience centered programming with a key focus on livelihoods and food security. The NES program provides humanitarian response with a mixed approach of directly implementation and through partnerships with local non-governmental organizations. On-going monitoring is conducted both by CARE staff and third party agencies contracted in locally in North East Syria. CARE will continue to strengthen a mixed hybrid implementation modality, developing the partnership approach in order to increase the response through this modality.

The Program Development and Quality Manager (PDQM) will be based in NES and will report to the Deputy Director of Programs.  He or she will be responsible for managing several components to ensure high quality programming in NES, including:

1) Monitoring, evaluation and accountability to  beneficiaries across the country portfolio. The PDQM will manage a MEAL team, ensureing the MEAL team liaises regularly with program managers and other relevant staff to provide quality MEAL activities provided according to Whole of Syria and donor standards. Where necessary, the PDQM will provide guidance on methodology, processes, tool development, reporting and data visualization. The PDQM will lead the contracting of third party monitoring agencies when relevant.
2) Support partnership programming, with a focus on quality capacity building. The PDQM will be responsible for continuing to establish and maintain partnership processes for all departments, program and program support. He or she will manage a team that is responsible for identifying potential partners, conducting capacity assessments, and conducting regular and high quality capacity building for all partners.
3) Support program design and facilitate program reporting. He or she will contribute to strategic decision around funding and developing CN/proposals for donors in collaboration with program managers. In addition, he or she is responsible for facilitating donor and country office reporting.
4) Facilitate reflective practice, learning and knowledge management. The PDQM will develop a culture of learning throughout the office, facilitating various exercises that promotes reflection and best practice and documentation of lessons learned.
5) Provide high quality technical support with regards to humanitarian standards in CARE's core sectors, ensuring the humanitarian standards are incorporated into all programming.
6) Ensure that gender equality objectives are incorporated in all program planning and implementation.

The PDQM will work closely with all Program Managers as well as cooperate with key programme support functions, including Finance, HR, Administration, Logistics and Procurement.

  • Bachelor’s degree in a relevant field (Social Science, Public Administration, Business Administration, Developmental Studies)
  • 3-5 years of experience in working in a conflict context managing humanitarian assistance programs
  • Experience in managing program quality functions
  • Experience in working with local organizations or through a partnership modality
  • Experience in developing a strong team in a complex environment
