The Position
Vital Strategies is seeking qualified candidates for the position of Proposal and Grants Manager. The Proposal Manager will be responsible for the contractual, financial and some of the reporting aspects of an assigned departmental portfolio, as well as developing cost proposals on US federal proposals and other potential donors. The Grants and Proposal Manager will report to the Director, Budget and Grants Management and work closely with the Senior Finance team and Program teams across the organization. The position is based in New York City. Applicants must possess a valid working permit to work in New York City.

Specific Duties:

Proposal development:

  • Development of federal and non-federal proposals including :
  • Evaluates RFP requirements.
  • Develops cost volume completion schedules.
  • Assists in developing pricing strategies.
  • Coordinates labor, subcontract, review.
  • Analyzes and compiles cost data.
  • Prepares cost volumes.
  • Integrates subcontractor pricing into company pricing.
  • Provides direction to subcontractors involved in proposal preparation.
  • Works with Business Development, Proposal Manager, and Operations team to integrate basis of estimates, and program strategy into a winning proposal.
  • Responsible for supporting all cost proposal resources and preparing/integrating all aspects of cost proposal preparation, production and delivery.
  • Ensures the cost proposal is fully integrated with technical proposal.
  • Development of budgets and budget narratives to support the scope of work proposed
  • Completion of all compliance material required for federal proposals
  • Works with program teams to collect budgetary assumptions for proposal development

Grants Management:

  • Develops annual budget and re-forecast for divisional programs
  • Completes monthly cash flow reports
  • Ensures the accuracy, quality and timeliness of all financial transactions charged to assigned  programs
  • Reviews Monthly Budget Reconciliation and Expense Projection Reports prepared by the Grants team
  • Serves as Program and Accounting supervisory contact regarding any problems with payment submissions
  • Approves fund transfers to subgrantees
  • Reviews contractual agreements prior to submission to contractees
  • Reviews coding for monthly and quarterly reports

Analysis:

  • Assists Senior Finance team with ad hoc organizational analysis including::
  • Annual cost analysis of variable and fixed costs Analysis of fringe rates
  • Analysis of all allocated costs
  • Indirect cost analysis etc.

Qualifications and skill set:

  • Minimum 6-7 years in federal grants management experience 
  • The Proposal and Grants Manager analyzes solicitation requirements, contract requirements, special provisions, and terms and conditions to ensure compliance with RFP and corporate policies.
  • Experience developing cost proposals for  federal grants (USAID, DOS, NIH, CDC etc) including :
  • Bachelor’s degree in Accounting, Finance, Business Management or related degree required, Master’s degree preferred
  • Advanced expertise in MS Excel including proficiency in using pivot tables, V-lookups
  • Strong analytical and communication skills
  • Strong capacity building skills
