Resolve to Save Lives is a global health initiative of Vital Strategies that since 2017 has been working closely with governments, the World Health Organization, the World Bank, academic and other partners in a number of low- and middle-income countries to improve cardiovascular health and strengthen national capacity to prevent, detect and respond to epidemic threats. In March, Resolve to Save Lives formed a COVID-19 Incident Management System to control and mitigate the spread of the novel coronavirus in vulnerable low- and middle-income countries and the United States. The focus for this work is strengthening the technical, policy and operational capacity of national partners to effectively control COVID, and we are seeking a Senior Technical Advisor to support these efforts in Africa.
The Senior Technical Advisor will be responsible for providing technical leadership for program planning and implementation across a number of countries supported by the Resolve to Save Lives Prevent Epidemics initiative. The initiative is currently supporting a number of countries to respond to COVID-19. The role will provide strategic guidance related to epidemic response while linking capacity building efforts to longer term preparedness when possible.
Under the direction of the Senior Vice President, Prevent Epidemics, the Senior Technical Advisor will provide technical inputs to the overall program, coordinate closely with in-country partners and stakeholders, and provide strategic guidance and technical support on program design, implementation, and evaluation. The incumbent will work remotely, though may ultimately be expected to be based in our New York offices. Once current travel restrictions are lifted, the role is likely to require up to 30% travel.
The Senior Technical Advisor will work under the guidance of the Senior Vice President, Prevent Epidemics. They will work collaboratively with the other members of the core Prevent Epidemics team as well as with in-country and global institutional partners and Resolve’s technical consultants. They will perform duties such as but not limited to the following:
Provide public health expertise and creative problem-solving using innovative approaches to support the overall development and execution of epidemic preparedness and response activities
Provide support to adapt and implement COVID – 19 strategies with a focus on using data to effectively guide response planning
Support the development of new initiatives to improve epidemic preparedness and response in low resource settings
Develop and maintain partnerships with key stakeholders including Ministries of Health, the World Bank, UN organizations, and national implementing partners, providing strategic and technical guidance as requested
Work closely with national partners to support planning and implementation of key capacity building interventions
Identify useful metrics and contribute to program evaluation and use of program monitoring and evaluation data to continuously improve programs
Undertake analysis and facilitate the development, adoption, adaptation and validation of new methods, tools and global policy guidance and good practices for COVID control, such as implementation of surveillance measures and alert-level systems
Provide strategic guidance on prioritization and implementation of activities, and ensure successful execution of projects in a timely manner
Submit regular progress updates by focus area and country which will inform progress reports for executive leadership and donors
Represent the Resolve to Prevent Epidemics Initiative at meetings with implementing partners and donors
Required skills and qualifications:
8+ years’ experience working on global health projects with strong data analysis or evaluation components
Demonstrated experience with disease prevention and control programming efforts and/or emergency preparedness and response
Post-graduate degree in relevant field (e.g. public health, epidemiology, medicine or other health profession)
Experience working in low- and middle-income countries
Experience using epidemiologic data for program planning and implementation
Knowledge of and experience with core public health program principles including contact tracing, surveillance, risk communication, operational response planning
Exceptional planning and project management skills
Training and capacity building skills and experience and the ability to work with development partners/stakeholders
Strong analytical and organizational skills
Ability to work independently and self-directed as well as across cultures and in a team composed of a broad range of stakeholders
Excellent interpersonal communication skills (both written and verbal) including well-honed facilitation, negotiation and diplomacy skills
Detail-orientated, hard-working self-starter with a positive attitude, and willingness to learn
Proficient user of Microsoft Office suite (MS Word, Excel, Outlook, PowerPoint and other productivity tools (e.g. Slack, Monday.com, cloud-based storage)
