The Consultancy

This is an initiative of the Public Health Programs of Bloomberg Philanthropies. The Outreach and Engagement for Road Safety Consultant will work for a global program that will support up to 30 cities (including Guayaquil, Ecuador) to effectively implement best-practice road safety activities, including running hard-hitting media campaigns to raise road user understanding of risk factors, training police in best practice enforcement, strengthening data systems and redesigning high-crash, high-fatality corridors and intersections. Vital Strategies is an implementing partner of the Initiative, responsible for the overall coordination of the program. The consultant will help set up the Initiative in Guayaquil and support the initial phase of the program.


  • Establish relationships with city leadership in relevant agencies to help develop an outreach and engagement strategy for the road safety program in Guayaquil.
  • Support the transit and transport agencies in road safety and safe mobility activities.
  • Identify city stakeholders and collaborate with senior government officials in Guayaquil to introduce the road safety program.
  • Liaise between Vital Strategies, other Initiative partners and the relevant governmental agencies of Guayaquil.
  • Support Initiative partners to conduct situational assessment in different areas of work.
  • Work with in-country stakeholders and Initiative partners to develop and support the implementation of plans during kickoff phase of the road safety program.
  • Conduct continuous monitoring of city’s plans to respond to COVID-19 and identify opportunities for development and implementation of road safety policies. 

Consultant background must include:

  • Fluency in English and Spanish.
  • University degree in transport engineering, public health, public administration, or relevant field.
  • At least 4 years of experience working in transportation, mobility and/or road safety issues. Government relations experience a plus.
  • Excellent communications skills.
