Vital Strategies COVID-19 response


Vital Strategies has formed a COVID-19 Incident Management System to control and mitigate the spread of the COVID-19 in vulnerable low- and middle-income countries (LMIC) and the United States. Many Vital Strategies programs have pivoted their work to support Vital Strategies COVID-19 response. A significant area of focus is assisting LMIC governments, cities and civil society partners in their COVID-19 response in a range of interventions that cover rapid epidemic response, implementation of public health and social measures, contact tracing, risk communications, epidemic intelligence and data use, healthcare worker protections, laboratory capacity, vital statistics, and legal and advocacy.


Data for Health Initiative and Vital Strategies’ Data Impact Program


The Data for Health Initiative, funded by Bloomberg Philanthropies and the Australian Government Department of Foreign Affairs and Trade, assists governments to strengthen the collection and use of critical public health information. Since 2015, the Initiative has collaborated with over 20 low- and middle-income city and country governments to improve the quality of birth and death registration and enhance the use of data for maximum impact in policy making and priority setting. Vital Strategies is an implementing partner of the Initiative.


The Data Impact Program, focusing on data use, is one of the components of the Data for Health Initiative. Vital Strategies’ Data Impact Program collaborates with governments to expand the use of data to enhance public health planning and development and is tailored to the priorities defined by governments.


The Consultancy

We are seeking a consultant to provide technical assistance to national ministries of health and other key stakeholders in selected francophone countries in Vital Strategies COVID-19 response and Data Impact program. In collaboration with country stakeholders and Vital Strategies subject matter experts, the consultant will coordinate and deliver a technical assistance package tailored to the evolving needs and priorities of each country which may include areas of both epidemic response and data use. Areas of technical assistance in data use include developing technical capacity of ministry staff to conduct policy-relevant data analysis based on existing vital statistics and survey data and advising on policies, procedures, and institutional structures. Areas of technical assistance in epidemic response include surveillance, epidemiology, data analysis and visualization and the implementation of public health and social measures. Technical assistance activities will include work plan development, consultation to ministry leadership, trainings for staff via webinars, and creation of material or analytic guidelines linking epidemiologic data to key response decisions.

Consultant background must include:

  • Expert written and oral communication skills in French, advanced written and oral communication skills in English
  • Post-graduate degree in a relevant field (e.g. public health, epidemiology, clinical sciences) from a recognized university
  • At least 8 years’ experience in public health practice, ideally in multiple French-speaking low- and middle-income countries and on projects with strong data and information or M&E components and epidemic investigation and response
  • Experience working with the government health sector
  • Flexibility as COVID-19 pandemic and Vital Strategies response activities evolve

Duration: 6 months, starting June 2020

Level of Effort: Part-time

Location: Remote work at least initially, international travel may be needed if it is safe and essential to do so in the context of pandemic (up to 15%), New York City-based applicants desirable but not required.
