Data for Health Initiative

The Data for Health Initiative, funded by Bloomberg Philanthropies and the Australian Government Department of Foreign Affairs and Trade, assists governments to strengthen the collection and use of critical public health information. Since 2015, the Initiative has collaborated with over 20 low- and middle-income city and country governments to improve the quality of birth and death registration and enhance the use of data for maximum impact in policymaking and priority setting.


The Consultancy

The consultant will provide technical assistance to national ministries of health and other key stakeholders in selected francophone countries participating in the Data for Health Initiative. In collaboration with Ministry stakeholders, the consultant will tailor the technical assistance package to the needs and priorities of each country. Major areas of technical assistance include developing technical capacity of ministry staff to conduct policy-relevant data analysis based on existing vital statistics and survey data and advising on policies, procedures, and institutional structures to promote exemplary institutional data use. Technical assistance activities will include assessment and work plan development, consultation to ministry leadership, trainings for staff in-person and via webinars. On-site engagement will be required. The consultant will report and work closely will the Senior Technical Advisor for those countries. The consultant will work remotely and travel internationally to support in-country activities as needed. The position will be part-time (50%) with up to 20% of that time spent on international travel. Most activities will be concentrated between June and December 2020.



  • Develop a work plan around data use with governmental stakeholders in Cameroon by April 2020.
  • Deliver a package of technical assistance around data use in Cameroon from April 2020 to March 2021.
  • Assist in the delivery of a package of technical assistance around data use in Morocco and Senegal from June to December 2020.

Core Responsibilities

  • Conduct assessments of how public health data are used by policymakers, program planners, communications officers, and other stakeholders in national ministries of health.
  • Develop work plans for data use strengthening in collaboration with ministries of health in assigned countries to strengthen the process of translating data into policy.
  • Design and provide technical assistance on data-driven planning and management.
  • Provide specialized technical assistance on building analytic and planning capacity in ministries of health.   
  • Provide consultation and coaching to ministry leadership and staff.

Consultant Background Must Include

  • Expert written and oral communication skills in French, advanced written and oral communication skills in English.
  • Post-graduate degree in a relevant field (e.g. public health, epidemiology, clinical sciences) from a recognized university.
  • At least 8 years’ experience in public health practice, ideally in multiple French-speaking low- and middle-income countries and on projects with strong data and information or M&E components.
  • Experience working with the government health sector.
