Location: Hanoi, Vietnam

Expected Duration: Approximately 3.5 years (until September 2023)

IESC is the implementing organization of Linkages for Small and Medium Enterprises (LinkSME) Project funded by the United States Agency for International Development (USAID). USAID LinkSME aims to strengthen the capabilities of the intermediary organizations in Vietnam, such as business associations, export development centers, and SME promotion agencies, in order to facilitate the supplier-buyer relationships between Vietnamese small and medium enterprises (SMEs) and lead firms located in Vietnam and expand Vietnamese SMEs’ capacity to participate in manufacturing supply chains. USAID LinkSME will enhance the business enabling environment by institutionalizing key reforms and strengthening the legal and regulatory framework for SME growth across the nation. Overall, this project will advance the Indo-Pacific vision of improved economic competitiveness and support USAID/Vietnam’s objective of expanding inclusive, market-driven, private sector-led growth.

IESC is seeking a Procurement & Logistics Manager for the USAID LinkSME project.

Under the direction of the Finance and Administration Team Lead, the Procurement & Logistics Manager will work full-time and be based in Hanoi, overseeing the procurement of goods and services as well as daily logistics functions such as travel and lodging arrangements for the project’s main office in Hanoi and regional office in Ho Chi Minh City.


Specific responsibilities include, but are not limited to: 

  • Provide support for day-to-day program office operations and logistics needs such as managing the relationship with office vendors, maintaining office supply inventories, and coordinating maintenance of office equipment;
  • Coordinate visas and work permit exemption for expatriates;
  • Coordinate staff travel including making lodging and transportation arrangements;
  • Conduct and oversee procurement processes including preparing and reviewing RFPs and RFQs, conducting bid analysis and evaluations, preparing source selection and other supporting documentation, preparing vendor contract, and reviewing contract deliverables;
  • Ensure acceptable cost, quality, and timelines are established with vendors;
  • Identify, evaluate, and select vendors. Maintain a vendor database and track vendor usage, quality, and responsiveness;
  • Coordinate closely with Admin officers and Event team on event management, workshop logistics and post-event clearance documentations;
  • Maintain and manage all program procurement hard and soft files;
  • Provide input related to project procurement for expense tracking purpose;
  • Provide procurement procedures and policy guidance and interpretation for program staff who are involved in the procurement or vendor identification processes;
  • Travel regionally as required; and
  • Perform any other task assigned by the supervisor to meet project objectives.


  • BA or Master’s degree in relevant field;
  • 10 to 15 years of experience working in a procurement and/or accounting capacity;
  • Demonstrated experience with USAID procurement and contract compliance;
  • Demonstrated management, integrity, and proven organizational skills; 
  • Excellent written and verbal communication skills required;
  • Maturity, professionalism, and positive attitude; and
  • Fluency in written and spoken Vietnamese and English required.
