CTEC currently seeking a Lead Developer

Description: The Lead Developer shall perform system design, engineering, and

integration under the guidance of RSITPMO. Leadership in the implementation of MicroSoft Dynamics solutions as a Developer and Admin is strongly desired. Provide leadership in the execution of major efforts in the translation of a system, subsystem, program, project, or activity concept into a preliminary and detailed design, perform risk identification, analysis, and mitigation, and then integrating the various components to produce a working prototype or model of the system. Also, may manage and oversee projects covered under this acquisition to include project plans and schedules showing the milestones for deliverables. Software development work shall be performed in accordance with OPM ITSM standards.

Target Qualifications: 15 or more years of experience in a technical environment and

specialized expert knowledge in the areas of system design, engineering, and integration.

Examples of specialized experience and expertise include but are not limited to: at least 12 years

supervision and hands-on experience in direct execution of major efforts in the translation of a

system, subsystem, program, project, or activity concept into a preliminary and detailed design,

performing risk identification, analysis, and mitigation, and then integrating the various

components to produce a working prototype or model of the system.

Expertise or experience with the following is a plus:

  • Leadership in the implementation of a MicroSoft Dynamics Solutions in the Federal Government as a Developer or Admin
  • Previous experience providing quality IT services in the form of Systems Development and Maintenance (SDM), technical skill and knowledge
  • A basic understanding of the business of retirement, insurance and financial transactions. Knowledge and experience working on these or similar systems, in the Federal sector and with the above technologies
  • Understand the unique challenges of sharing data between LAN based systems and
    Mainframe systems, while traversing the various security systems in the process.
  • Build and test new applications/products to support business mission,
  • Provide major enhancements to systems/applications,
  • Perform documentation creation and management,
  • Gather and document requirements to define scope of work,
  • Provide level of effort estimate and cost estimate to COR for approval,
  • Develop project plan and schedule to deliver the final product,
  • Support agile and scrum sessions that include requirements, and decomposition,
  • Develop and implement new capability needed due to congressional mandates, new law, or law changes,
  • Develop and implement new functionality requested by the customers or from within the
    technical team,
  • Implement system enhancement due to infrastructure changes/upgrades,
  • Support tasks involved in getting the Authority to Operate (ATO) and Security Assessment & Authorization (SA&A)
  • Conduct testing tasks including unit testing, integration system testing, progression/regression testing, User Acceptance Testing and document testing results
  • Development and enhancements will be performed according to standards and guidance such as using an agile approach, and must conform to Information Technology Systems Manager (ITSM) standards.
