The position of Procurement Specialist works under limited supervision to assist in completing procurement related functions and contracts. Contracts includes redlining contractual arrangements and identifying potential risks. This position will also assist in the development and implementation of operating policies and procedures related to Procurement functions. The successful candidate must have the ability to work effectively and efficiently within a teamwork environment.

Summary

Under limited supervision, develops and administers a wide range of contracts for UNM Medical Group. Will negotiate, develop, extend, terminate, and renegotiate contracts as appropriate. Serves as principal point of liaison with internal/external contractors and/or vendors. Monitors existing contracts for compliance, while ensuring adherence to organizational and departmental policies and procedures.

Duties and Responsibilities

  1. Formulates, negotiates, establishes, and administers contractual arrangements and procurement proposals for various products and/or Services, as appropriate.

  2. Evaluates and/or monitors contractor performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.

  3. Analyzes and approves/rejects internal and/or external requests for deviation from specifications indicated in the contractual agreement.

  4. Analyzes price proposals and other data to determine reasonableness of prices; reviews and interprets contract provisions to achieve cost efficiencies and reductions where feasible.

  5. Serves as a primary liaison with internal and external representatives to ensure compliance with contract specifications and resolution of problems and issues, as they arise.

  6. Maintains files and/or records of current and potential contracts, suppliers, materials, prices, inventories, etc.

  7. May participate in the review and determination of contractor performance against contract specifications and takes remedial action, which may include contract termination, as appropriate.

  8. Answer questions and provides department trainings, including but not limited to process and contract requirements, as appropriate.

  9. May assist in the formulation, development, implementation, and revision of contracting/procurement policies, procedures, as appropriate.

  10. Performs miscellaneous job-related duties as assigned.

Minimum Job Requirements

High School Diploma and 6 years of directly related experience. Completed degree from an accredited institution above the minimum requirements, may be substituted on a year for year basis.  Verification of education and licensure (if applicable) will be required if selected for hire.

Knowledge, Skills and Abilities Required

  • General knowledge of vendor service agreements and leases.

  • Ability to develop and maintain recordkeeping systems and procedures.

  • Ability to use independent judgment and to manage and impart information to a range of clientele.

  • Advance knowledge of contracting procedures, specifications, and documentation requirements.

  • Advanced analytical and critical thinking skills.

  • Ability to effectively manage and track a wide range of procurement proposals and contractual agreements.

  • Skill in the formulation, negotiation, and establishment contractual agreements.

  • Ability to monitor transactions for compliance with policies and procedures.

  • Strong interpersonal skills and the ability to work effectively with a wide range of constituencies in a diverse community.

  • Strong written communication skills with the ability to review and edit documents.

  • Skilled in the use of personal computers and related software applications.

  • Ability to develop and deliver presentations.

Conditions of Employment

  • Must be employment eligible as verified by the U.S. Dept. of Health and Human Services Office of Inspector General (OIG) and the Government Services Administration (GSA).

  • Must pass a pre-employment criminal background check.

  • Fingerprinting, and subsequent clearance, is required.

  • Must provide proof of varicella & MMR immunity or obtain vaccinations within 90 days of employment.

  • Must obtain annual influenza vaccination.

  • If this position is assigned to a clinical area, successful candidate will be required to complete a pre-placement medical evaluation/health screen.Required N-95 mask fitting, testing, vaccinations to include annual TST, Tdap, and Hepatitis B will be determined based on location and nature of position.

Working Conditions and Physical Effort

  • Work is normally performed in a typical interior/office work environment.
  • No or very limited exposure to physical risk.
  • No or very limited physical effort required
