This position will be located at the University of New Mexico Comprehensive Cancer Center (UNMCCC).  UNMCCC is the Official Cancer Center of New Mexico and the only National Cancer Institute-designated Cancer Center in a 400-mile radius. One of the premier cancer centers nationwide, the UNM CCC has 128 board-certified oncology physicians, forming New Mexico’s largest cancer care team. It treats about 60 percent of adults and virtually all the children in New Mexico diagnosed with cancer - more than 10,000 people - from every county in the state in more than 135,000 clinic visits each year. Through its partnership with the New Mexico Cancer Care Alliance, an “exemplary national model for cancer health care delivery”, the UNM CCC offers access to more than 160 clinical trials to New Mexicans in every part of the state. Annual research funding of more than $72 million supports the UNMCCC’s 132 cancer scientists.  Working with partners at Los Alamos and Sandia National Laboratories, Lovelace Respiratory Research Institute, and New Mexico State University, they have developed new diagnostics and drugs for leukemia, breast cancer, ovarian cancer, prostate cancer, liver and pancreatic cancer, brain cancer, and melanoma; garnered 33 new patents and 117 patents pending; and launched 13 new biotechnology companies since 2010.

The University of New Mexico Comprehensive Cancer Center (UNMCCC) invites applications for the UNM Comprehensive Cancer Center Chief Informatics Officer, a new senior staff position reporting to the UNMCCC Senior Leadership, particularly the UNMCCC Director & CEO and the Director of Finance and Administration. This position will also have accountability to the Health Sciences Center Chief Information Office (HSC-CIO). The Chief Informatics Officer will direct the development and implementation of all UNMCCC informatics and computational activities, including the development and execution of an integrated cancer informatics database and informatics strategies designed to stimulate cancer research and improve clinical cancer care. The successful applicant will work closely with a team of advisors (a “user group:” representing UNMCCC faculty and staff engaged in laboratory, translational, clinical, and population science research; the design and conduct of cancer clinical trials; representatives of the Center’s research resources and infrastructure (including genomics, genome sequencing, cellular and human cancer imaging, and cancer tissue analysis); the design and conduct of community-based intervention studies and epidemiologic cohort studies; and the delivery of clinical cancer care) to develop an integrated cancer informatics platform, new tools, and systems for data integration, visualization, and utilization. The Chief Informatics Officer will also oversee the UNMCCC Information Technology (IT) team who provide support for all cancer clinical activities (EMR, treatment planning, finance and billing) and research activities (research infrastructure, database, large datasets).

DUTIES AND RESPONSIBILITIES

  1. Works across all aspects of the UNMCCC and the UNM HSC to develop short and long-term analytic and data reporting priorities. Creates and manages processes for data and analytics requests that align with these priorities, and communicates these processes effectively to requestors and stakeholders.
  2. Develop and analyze Big Data Analytics integrated platforms that stores, manages, analyzes and governs 100% of enterprise data - with high query performance.
  3. With the Director of Finance and Administration, oversees the UNMCCC IT team.
  4. Establishes and implements short- and long-range organizational goals, objectives, strategic plans, policies, and operating procedures; monitors and evaluates programmatic and operational effectiveness, and effects changes required for improvement.
  5. Designs, establishes, and maintains an organizational structure and staffing to effectively accomplish the organization's goals and objectives; oversees recruitment, training, supervision, and evaluation of unit staff.
  6. Develops and manages annual budgets for the organization and performs periodic cost and productivity analyses.
  7. Oversees and performs key cost/utilization/performance/quality variable analytics.
  8. Establish platform for accurately tracking data against comparative benchmarks.
  9. Improve effectiveness of health systems, driving deeper insights into patient treatments.

MINIMUM JOB REQUIREMENTS

Bachelor’s degree with at least 7 years of experience that is directly related to the duties and responsibilities specified. Verification of education and licensure will be required if selected for hire.

PREFERRED QUALIFICATIONS

  • MS, PhD, or other advanced degree with extensive experience and expertise in informatics, the design of database systems, and large scale data analysis and integration.
  • High potential for studying cancer problems linked to the special populations in our catchment area of NM and the southwestern U.S. and for interacting with our population-focused research programs.
  • Experience in academic or NCI Designated Cancer Centers.
  • Prior implementation of integrated data platforms.
  • Experience in biologic/medical sciences, translational research, and/or human clinical trials.
  • Experience in one or more of the following: bioinformatics, computational biology, the design and implementation of integrated IT platforms, large scale computing.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED

  • Demonstrable expertise in informatics, analytics and/or information technologies related to clinical or translational research.
  • Expertise in one or more of the following: bioinformatics, computational biology, computing, development and management of integrated IT platforms.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to analyze operational data requirements and to create and develop databases specific to requirements.
  • Managerial experience to oversee teams in IT and informatics.
  • High potential for studying cancer problems linked to the special populations in our catchment area of NM and the southwestern U.S. and for interacting with population-focused research programs.
  • Ability to draw conclusions and make recommendations based on research data and findings.
  • Ability to gather and analyze statistical data and generate reports.
  • Ability to use independent judgment and to manage and impart information to a range of clientele and/or media sources.
  • Skill in collecting, analyzing, verifying, and manipulating research data.
  • Skill in budget preparation and fiscal management.

CONDITIONS OF EMPLOYMENT

  • Employees in this job title are subject to the terms and conditions of an employment contract. Employment contracts are typically subject to review and renewal on an annual basis
  • Must be employment eligible as verified by the U.S. Dept. of Health and Human Services Office of Inspector General (OIG) and the Government Services Administration (GSA).
  • Must pass a pre-employment criminal background check.
  • Fingerprinting, and subsequent clearance, is required.
  • Must provide proof of varicella & MMR immunity or obtain vaccinations within 90 days of employment.
  • Must obtain annual influenza vaccination.
  • If this position is assigned to a clinical area, successful candidate will be required to complete a pre-placement medical evaluation/health screen.  Required N-95 mask fitting, testing, vaccinations to include annual TST, Tdap, and Hepatitis B will be determined based on location and nature of position.
