Under our alliance agreement, we operate as a single, shared management structure. In addition, RI has country offices registered as affiliates of one of the alliance members in an additional 18 countries.

 

Position Summary:      

Relief International has several exciting positions opening in new and existing, expanding country programs, and is seeking candidates to fill several potential Program Director vacancies. The position will report to the Country Director, Team Leader or other country head and be responsible for technical and programmatic thought leadership, oversight, coordination and management. The Program Director will typically lead a multifunctional team in the design, management and monitoring of humanitarian and development programming in the country of assignment. The Program Director will play a key role in strategy development and implementation, donor relationship building and management and staff management. This position will require an exceptional flexibility in job function to serve the needs of a complex program portfolio in highly challenging implementation environments.

 

Position Responsibilities and Duties:

Program Development

  • Develop and implement short and long-term program development goals and road map leading to clear program growth.
  • Lead program development efforts at the country level by identifying opportunities and working with the country and regional Program Development team to respond to those opportunities.
  • Participate in the development of funding proposals for the program to ensure the continuous delivery of services.
  • Build the capacity of program teams in assessments and project design.

Program Management

  • Be responsible for the successful, timely and quality implementation of key milestones and deliverables throughout the project lifecycle.  
  • Ensure activities are on track and define and implement action plans for areas of improvement.
  • Oversee budget spending of programs and adopt early measures to address potential diversion from planned spending.
  • In collaboration with finance and grant management colleagues, oversee all program funds according to established accounting policies and procedures, as per RI regulations and donor compliance.
  • Monitor, supervise and approve budgets in terms of expenses, projections, under and over spends, BVA analysis, timely allocations, fully expensing projects as per program documents and logframes, as per RI policy and Program Management Framework.

Coordination and external representation

  • Ensure that RI is represented and seen as a leader in relevant clusters, working groups and coordination mechanisms.
  • Establish, build and maintain strong relationships with existing and new potential donors and government organizations.
  • Effectively represent RI to a wide range of audiences in a positive manner.

Human Resource Management

  • In collaboration with HR, ensure adherence to and enforcement of HR policies including punctuality, productivity and principles of a professional work environment within the program team with high consistency.
  • Directly line manage Program Managers, or similar roles in charge of specific projects, providing guidance and direction on work planning, priority setting, task management, performance, growth and learning, etc.
  • Provide capacity building and day-to-day coaching on program management to program staff.

 

Qualifications and Requirements

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • University Degree (Master’s level preferred) in Public Health, International Development or related discipline.
  • Minimum of five years professional experience in leading development and humanitarian programs in complex humanitarian crisis settings; Experience working in health, nutrition and other key RI sectors strongly preferred.
  • Experience in working with key humanitarian donors, i.e. OFDA, ECHO, BPRM, DFID and UN agencies.
  • Good analytical and detail oriented problem-solving skills; Ability to think critically and creatively.
  • Demonstrated ability to create / maintain effective working relations with host country govt. personnel, stakeholders, partners, international donor agencies and colleagues.
  • Excellent written and spoken English; ability to draft high quality proposals as well as reports and analysis. Ability to develop and deliver presentations required.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.
  • Ability to work effectively in a fast-paced, stressful environment while still meeting deadlines. Must be flexible, willing to perform other duties and work irregular hours.
