The purpose of this classification is to manage and to direct the operations of DeKalb County’s Human Services Department, to include managing the Multipurpose Senior Facility, Planning and Coordination Division, and Office of Senior Affairs.

 Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Supervises, directs, and evaluates assigned staff; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews timesheets; approves/processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; directs work; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.

Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; provides progress and activity reports to management; and assists with the revision of procedure manuals as appropriate.

Provides leadership in and recommends policies to implement comprehensive strategies to meet needs of seniors, families, and youth; analyzes program performance, assesses areas for improvement, formulates corrective action and determines appropriate implementation strategy; identifies and reduces/eliminates major barriers to success of projects and initiatives; and develops new programs to meet special needs.

Manages departmental activities and functions and establishes departmental goals and objectives; and prepares long-range budgets and cost plans, monitors and controls actual budgets and associated costs.

Analyzes proposed/pending regulations, laws, programs, and recommends revisions to affected local, state, regional, and federal entities.

Develops and maintains effective working relations with major stakeholders and elected officials; collaborates with other stakeholders in the community to address needs of planning and delivery of services to seniors, children, families and youth; and informs the Executive Assistant and Chief Executive Officer on all necessary matters related to Department.

Designs and implements procedures, policies, and strategies based on knowledge and experience to address and resolve problems.


Minimum Qualifications:

Bachelor’s degree in Human Services, Behavioral or Social Science, Public or Business Administration, Social Work, Urban/City Planning, or related field (Master’s degree preferred); ten years of progressively responsible experience in human services planning, community services, or business administration including five years of senior management experience in a comparably sized organization or as a director equivalent for a smaller organization; must have appropriate certifications in related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain a valid Georgia driver’s license.
