Job Description:

Cydecor is seeking a Program Analyst to support OPNAV N972 or N974. The Office of the Chief of Naval Operations (CNO), Undersea Warfare Division (N97) is responsible for coordinating overall policy for undersea force planning, programming, and budgeting. N97 supports total life-cycle cost (research & development, procurement, maintenance, manpower, personnel training, etc.) for all Undersea Warfare Programs. The primary mission of OPNAV N972, Tactical Submarine Branch, is to generate and manage the requirements and resourcing for, but not limited to, tactical submarines, government submarine shipyards and information technology systems. N974, the Undersea Influence Branch of N97, supports all future undersea warfare capabilities, counter-undersea warfare, and strategic communications. The Program Analyst will support the multifunctional teams of N972 or N974 by providing assistance in the planning, management, capturing, and tracking of actions.

 

Job Responsibilities:

  • Provide exceptional oral and written communications in order to interface with commands and other activities across the Navy.
  • Assist in developing, executing, and presenting special studies and analysis. Specific areas of analysis to include but not be limited to: unmanned systems, cross-domain communications, distributed sensors, power distribution, autonomy, future submarine requirements and concept migration to program of record. 
  • Provide program support by reviewing Joint Capabilities Integration and Development System (JCIDS) documents for subsea, seabed warfare and Tactical Submarine.  Make recommendations for issue resolution.
  • Provide support and assistance in reviewing, assessing, and complying with policies, standards, guidelines, or procedures established by DoD, Department of Navy (DoN), and Assistant Secretary of the Navy (ASN) Research, Development, and Acquisition (RD&A).

 

Education/Skills/Qualifications:

  • Bachelor’s degree in mathematics, statistics, business, law, engineering, physical science or management discipline such as business administration, accounting, finance, economics or a management information technology.
  • Ten (10) years of general experience highlighting project management, analyzing data and formulating conclusions from data analysis, complex problem solving, and organizational planning, management, and development. Specifically, knowledge is required in the following areas: Ship Maintenance, Ship Operations, Ship Support, Fleet Training and Navy Targets and Ranges.
  • Proficient in MS Office applications, Resource Allocation Module (Dualie Generator), and Program Budget Information System Web applications (PBIS Web).
