PMS 340 (NSW) Shallow Water Combat Submersible Program Analyst IV

Job Responsibilities:

  • The Contractor shall provide configuration management and project coordination to support the Shallow Water Combat Submersible (SWCS) SEAL Delivery Vehicle (SDV) delivery and sustainment
  • Liaison with Government agencies (domestic and foreign) and private contractors to support logistics products development, review, and approval
  • Directly work with SWCS Program Manager to ensure development and delivery of logistics and configuration management products meets program milestones
  • Oversee development of program configuration management policies, procedures, and software
  • Support the review, approval, and dissemination of technical data
  • Develop and maintain short and long term schedules to manage and approval process of technical products to support key program milestones
  • Develop and maintain strong working relationship with the SWCS SDV In-Service Engineering Agent (ISEA), Prime Manufacturing Contractor, and Subcontractors to ensure technical data is tracked, reviewed, and updated to support program requirements
  • Work with Lead Program Engineer to ensure sound configuration management practices are incorporated into Engineering Change Proposal process and other technical data change processes
  • Develop and maintain program configuration management plan detailing processes and procedures for maintaining program’s diverse configuration items including complex hardware, software, and documentation
  • Establish baseline system document control process/filing/retrieval system
  • Instruct and train other team members and management staff regarding document control and configuration management use and processes
  • Maintain and enforce configuration management of system technical data
  • Provide recommendations and best-practices to improve configuration management process and procedures
  • Provide audit, status accounting, and metrics pertaining to document baselining plan
  • Generate weekly updates briefing status of Configuration Management and Logistics Product development
  • Assess configuration management issues to meet delivery dates and ensure end-user requirements are met



  • Experienced knowledge of technical data management and configuration management
  • Minimum of two years of work dedicated to Navy acquisition with demonstrated growth in complexity of assigned tasks
  • Knowledge of USSOCOM and NAVSEA program objectives and goals
  • Demonstrated ability to manage interagency projects to develop and deliver technical  products
  • Configuration Management process and database set up
  • Financial management experience to monitor and forecast costs associated with technical data development, review, and approval
  • System Baseline analysis and comparisons
  • Database management and manipulation


Skills and Qualifications:

  • Must have ability to manage large complex tasks with little guidance, often coordinating the efforts of numerous private and government organizations
  • Must be able to understand programmatic objectives and ensure technical products are developed and delivered in support of those objectives
  • The analyst must have the ability to mitigate discussions between Subject Matter Experts to come to timely and efficient resolution of technical issues while focusing on programmatic objectives
  • Experience required with configuration management software and technologies
  • Must comprehend military and commercial configuration management practices
  • Knowledge of USSOCOM and NAVSEA acquisition policies
  • Ability to multi-task to accommodate high pace activities
  • Excellent organizational and planning skills
  • Ability to apply software tools to perform work (Outlook, Word, Excel, PowerPoint, SharePoint, CMPro) and learn how to operate new software tools as required
  • Bachelor’s Degree
