This Program Analyst position provides Subject Matter Expertise and technical, analytical, administrative and briefing assistance to OPNAV N943 in support of Test & Evaluation (T&E) Infrastructure, Training Ranges and Targets resource sponsorship. These duties include support for the following areas:  Improvement of integrated processes, policy and responsibilities to support consolidation of T&E Infrastructure, Training Ranges and Targets; and POM development to include requirements prioritization, planning and programming of resources; and assessment and validation of technical and budgetary requirements.  The position also involves preparing assessments, studies, briefings, point papers, memos, products and executive level correspondence.

 

Key Responsibilities include, but are not limited to:

  • Assist the resource sponsor in program planning, cost estimating, and financial planning to include development of Program Objective Memorandum (POM) inputs.

  • Assist in the review, assessment, validation and prioritization of requirements for ranges and targets.

  • Conduct trade-off analyses and risk assessments to support Navy positions on resource allocation for T&E Infrastructure, Targets and Training Ranges.

  • Assess impacts of funding reductions to Ranges and Targets.

  • Support development of the N94 POM submission IAW with OPNAV and N9 guidance and instructions.

  • Maintain liaison with SYSCOMS, PEOs/PMAs, Fleet, ASN, OSD, and other OPNAV codes on funding, policies, and issues.

  • Support planning and execution of integrated process for T&E Infrastructure, Training Ranges and Target investments to include both Navy investments and Navy-led joint Tri-Service/OSD investments.

  • Support prioritization of investment projects across ranges and targets for need, technical merit, value to program, and cost/schedule/performance risk.

  • Support N94 personnel in consolidating processes, policy and responsibilities for T&E Infrastructure, Training Ranges and Targets.

  • Review current POM development processes and policy for T&E Infrastructure, Training Ranges and Targets (at division level) and identify process improvements for a standardized and fully integrated process across all programs.

  • Review current processes and policy for validating, prioritizing and funding new investments under T&E Infrastructure, Training Ranges and Targets, and identify improvements for consolidation and integration.

  • Assist with the proper distribution of unclassified and classified documents.

 

Required Skills and Qualifications

  • Bachelor’s degree in mathematics, statistics, business, law, engineering, physical science or management discipline such as business administration, accounting, finance, economics or a management information technology.

  • Minimum Ten (10) years of general experience highlighting project management, analyzing data and formulating conclusions from data analysis, complex problem solving, and organizational planning, management, and development. Specifically, knowledge is required in the following areas: Ship Maintenance, Ship Operations, Ship Support, Fleet Training and Navy Targets and Ranges.

  • Minimum three (3) years of experience with the Planning, Programming, Budgeting, and Execution (PPBE) process.

  • Minimum three (3) years of experience with Navy Ranges.

  • Experience with Microsoft Office: Word, Excel, PowerPoint.

  • Strong attention to detail.

  • Secret.
