Description

PMS 340 NXP Contract PM requires professional services support that entails the development and construction of financial templates and analyses that will assist the Contract PM in effective and efficient management of the NXP Contracts. The Contract PM also requires assistance in developing the supporting contract administration documentation in accordance with government directives and regulations. The Contract PM separately requires the incumbent to perform financial analyses directly related to the Contract Officer functions associated with the NXP Delivery Orders.   

Principal Duties and Responsibilities (Essential Functions):

  • Provide direct Program Management contract and financial analytical support to the Cydecor PMS 340 Contract PM.The analyst is to take on direct responsibility to prepare unique financial data templates. He/She is required to perform quality assurance reviews on subcontractor invoices, employee claims associated with travel and sundry expenses.He/she is to review monthly draft Cydecor invoices and to coordinate with the NXP Contract PM, the contracting officer and the chief accountant to ensure action is taken to correct errors and material defects observed when analyzing the documents.Additional examples of financial workload include line item displays of program information including contract resource staffing requirements, reconciliation of contract funding with invoices, contract budget/cost forecast analyses and other such documents. Examples of contract workload include review of contract modifications to determine the contractual and/or fiscal changes.

  • Identify and monitor contract financial risk areas and make efforts to reduce program risks to acceptable levels. He/she is to provide special analyses to the PMS 340 BFM and individual client Assistant Program Managers upon request.Generally, these tasks relate to ROMs generated for cost estimating purposes and for inclusion within formal requests by the client PM to the government contracting officer.

  • Provide program budget support with a focus on budget execution, preparation and justification. Prepare, review, and update various budget exhibits, cost estimates and supporting material. Develop and monitor the day-to-day contract budget execution spreadsheets. Incumbent is expected to present this information in various forms to NXP Contract PM and other Senior level personnel.

  • Assess and review the Federal, DoD, Navy, NAVSEA, and other directives as they pertain to contract/financial/acquisition administration. Update the NXP Contract PM with relevant information as it pertains to the contract. Develop, review, and update contract administration documentation pertaining to government directives.

  • Assist in duties dictated by the contract which ranges from reviewing the Contract Data Requirements List (CDRL) to other duties that are not determined now.

  • Assist in financial contract tasking directed by PMS 340 BFM directorate.

  • Serve as lead analyst for the PMS 340 NXP Contract’s travel process. Role involves: reviewing travel authorization requests, invoices, and expense claims to reconcile the amounts with the appropriate contract travel clauses and company guidance; and tracking travel execution of subcontractors and direct employees against contract funding.

  • Under the direction of the Contractor Contracting Officer, generate project orders related to the NXP Contracts and send to the respective subcontractor. Assist in other contracting duties that are not determined at this moment.This area of responsibility includes both PMS 408 and PMS 340 and is critical to fund control and service delivery associated with the contract.

  • Manage all NXP Contract subcontractors by tracking expenditures by the respective project order in a master spreadsheet updated monthly and more frequently if desired by the client APM.

  • Under the direction of the PMS 340 NXP Contract PM, the incumbent is to maintain direct contact with field clients and/or sub-contractors to gather intelligence on program/contract budget requirements that serve to justify additional funding, de-obligate funding or funding redistributions.

  • The incumbent must use MS Office Suite regularly to include the following programs: Excel, Word, SharePoint, Outlook, PowerPoint.

  • The incumbent is to perform general administrative duties to PMS 340 NXP Contract PM.

  • The incumbent is to represent the NP Contract PM at formal meetings within Cydecor and within the client environment to provide financial analyses results that are being used to make decisions that will increase efficiency and effectiveness of contracted services provided to the Cydecor client base.

  • Other duties as assigned.

 

Senior Client Contact(s):

NAVSEA 06 (PMS 340) Deputy Director and BFM and APMs as assigned by the NXP PMS 340 Contract PM.

 

Supervision Exercised:

Immediate supervisor at CC location is NXP PMS 340 Contract PM.

Work Location:

Contractor space. A CAC is required for the incumbent.  An NMCI account may be provided if the client requires direct support at the government facility being supported.
