NAVSEA PMS 377 – Business/Financial Management (BFM) Task Lead

Job Description:

Cydecor is seeking a BFM Task Lead with a demonstrated working knowledge and understanding of the complex requirements and financial analyses required to support the execution of an ACAT I shipbuilding program

The BFM Task Lead will provide overarching budget and financial support in all areas of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process, with a particular focus on budget preparation and justification, funds execution, contract analysis and earned value, program planning and analysis, and the presentation of this data in various formats. Assist in preparing, reviewing, and updating various budget exhibits and budget back-up material using DoD and NAVSEA tools.  Support the preparation of procurement documentation, including Procurement Requests (PR), Statements of Work (SOW), Task Planning Sheets and Contract Data Requirements Lists (CDRL). Assist with monitoring and updating spend plans, adjusting allocations to revised budget controls, preparing reprogramming requests, and the day to day budget execution process. Senior level personnel will also provide management of activities described in this Labor Category. 

Required Experience:

  • 10+ years of professional experience in management and execution of DoD budgets
  • Bachelor’s level degree in a business of financial area
  • Experience managing and executing at least three of the following appropriations: O&MN, RDT&EN, OPN, SCN funds (or other service equivalent funds)
  • Experience with Navy Enterprise Resource Planning (Navy ERP), the Program Budget Information System (PBIS), and the Standardized Accounting and Reporting System (STARS)

Desired Skills:

  • 5 years of supervisory experience
  • 5 years of experience with ACAT programs, including Earned Value Management, budget development, and execution
  • 10+ years of experience working in the PPBE process is highly desired
  • Expert level proficiency with PowerPoint and Excel


  • Active Clearance at Secret or higher level
