Civil Engineering Manager

Location: Office of Transportation


Salary:  $54,700 - $72,900


General Description and Classification Standards

The City of Atlanta’s Department of Public Works operates over 960 signalized intersections throughout the City and other 250 diverse electric traffic control devices. It operates also close to 20,000 city-owned street lights and 37,000 leased lights from Georgia Power Company.  The Department is looking for an experienced Civil or Electrical  Engineer to direct operation of the Signals and Street Lights Division.

Reporting to the General Manager of the Office of Transportation, this senior role will lead the Department of Public Work’s efforts to operate and maintain street lights, and Traffic Signals Systems and the Atlanta Traffic Control Center (ATCC). This involves signals and interconnect communication systems using fiber optic and wireless technology. This effort requires coordination with the Atlanta Information Management (AIM) team and key operational partners including: GDOT, local Community Improvement Districts, architectural and engineering firms, as well as adjacent municipalities.

The ideal candidate will have management experience deploying similar systems in other municipalities or large scale projects. Candidates will need to display both the ability to think and plan strategically while also managing day to day tasks, personnel, and communications to leadership. 

Supervision Received

Works under very general supervision.  Depending on organization structure, may work independently with responsibility for assigned functions or programs.

Essential Duties & Responsibilities   These are typical responsibilities for this position and should not be construed as exclusive or all inclusive.  May perform other duties as assigned.

  • Manage staff dedicated to Traffic Engineering for traffic signal operations and street light assessments and maintenance
  • Oversee the operation of the Atlanta Traffic Control Center and Electric Maintenance Facility
  • Oversee the design, approval, construction, and operation of the City’s traffic signal system including signal optimization, and synchronization efforts
  • Act as a single point of contact and direction for consultants, engineers, and DPW staff
  • Initiate, implement, and manage the efforts and planning to bring up to acceptable standards in all traffic signals with upgrade needs
  • Integrate the multiple on-going coordination programs across various project owners
  • Identify and highlight key impediments to Master Plan timelines, budgets, and milestones
  • Prepare, execute, and review bid proposals for street lights and traffic signal work including interconnect projects
  • Oversee Engineering studies pertinent to the traffic signal system and street lights
  • Prepares exhibits and legislation for approval of by the Atlanta City Council
  • Attend periodic project update meetings with key field and office staff
  • Prepare documents for regular reporting to the General Manager and key partner leadership
  • Develop plans and schedules and oversee testing and monitoring of signalization improvement projects

Leadership Provided

Has managerial authority over a group of professional employees dedicated to traffic signals and street lights operations and oversee the management of technical staff dedicated to field operations. Interacts with administrative employees, multiple intermediate supervisors and team leaders.

Knowledge, Skills & Abilities This is a partial listing of necessary knowledge, skills, and abilities required to perform the job successfully.  It is not an exhaustive list.

  • Extensive knowledge of Civil Engineering or Electrical Engineering, Transportation as applied to signal systems and engineering design; working knowledge of computer aided drafting systems is ideal.
  • Ability to lead complex projects involving multiple stakeholders and competing interests
  • Ability to engage diverse stakeholders in developing a shared strategic vision
  • Ability to develop/oversee operational implementation plans involving multiple partners
  • Track record of establishing targets and delivering results within a defined time period
  • Experience in deploying traffic signal coordination systems in other municipalities of similar scale
  • High level of communication both to management and personnel

Minimum Qualifications – Education and Experience

Bachelor's degree in Civil Engineering or Electrical Engineering.

Basic knowledge of street lighting

Eight (8) plus years traffic engineering experience applied to signal design, signal construction and signal operations.

Four (4) plus years managing teams and large contracts

A PMP is preferred, but may possibly be substituted with related work experience

Preferred Education & Experience

Master's degree in Civil Engineering or Electrical Engineering and ten (10) years' of experience managing traffic control systems and traffic signal operations. Knowledge of signal design and implementation. Knowledge of traffic operations in coordinated (synchronized) systems. Knowledge of traffic signal interconnections with fiber optic or wireless communication systems. Desirable knowledge of public street lighting. Capable to manage personnel with different qualifications and able to resolve conflicts.

Licensures and Certifications

Preferred State of Georgia Registration as a Professional Engineer

Required excellent driving abilities and mobility. Typical environmental conditions associated with job as applied to street operation in a urban environment
