CollabraLink is seeking a Program Analyst II to join our team.

Responsibilities:

  • Support grant activities such as, but not limited to, processing applications, checking for completeness of administrative criteria, coordinating the competition, assisting with award processing, monitoring of grantees, and responding to grantee requests for information and technical assistance.
  • Assist with the recruitment and selection panels for national grant competitions in the areas of resilience, environmental literacy, and workforce development, as needed. Assist the competition manager with running appropriate competitions selecting reviewers, holding review events, drafting decision letters, and other aspects of the competition. Final recommendations are to be provided to the government selecting official.
  • Assist with the planning and execution of the placement of John A Knauss Marine Policy fellows. This includes recruiting fellows and hosts, organizing and executing logistics, developing communication products, and providing support during the course of the placement process.
  • Assist with the day-to-day support of the execution of the John A Knauss Marine Policy Fellowship Program such as, but not limited to, organizing appropriate professional development activities, supporting host-fellow relationships, and troubleshooting fellowship-related challenges.
  • Prepare Memorandum of Understanding and Interagency Agreements and ensure they make it through the agency and interagency clearance processes. This includes working with OAR, NOAA, DOC, and other partner agencies to ensure a smooth and efficient process. Current policy and timelines will be provided at the time of task assignment.
  • Provide coordination and technical assistance in the areas of resilience, environmental literacy, and workforce development within the Sea Grant network, across the agency, and with key partners, as needed.
  • Support planning, implementation, and reporting of Sea Grant activities in the areas of resilience, environmental literacy, and workforce development, as needed.
  • Contribute to evaluation and analysis efforts for programs. Conduct research and analyze data to prepare reports and documents, as needed.
  • Communicate relevant information between the National Sea Grant Office, National Sea Grant Network, other parts of NOAA, the larger scientific and academic community, and the public. These communication materials shall follow all relevant agency guidelines. Guidelines will be provided at the time of task assignment.
  • Represent the National Sea Grant Office in appropriate network and NOAA forums and partnerships.

 

Qualifications

Education and Certifications:

  • Bachelor’s degree in a related area from an accredited University. 3-5 years of experience in the field or a related area.

Required Experience:

  • Experience in fellowships, such as Knauss Marine Policy Fellowships.
  • Experience and understanding of policy/politically sensitive issues.

Preferred Experience:

  • Bachelor’s degree plus 3 years of experience or relevant training.
  • Master’s degree and 1 year experience or training.
  • Environmental management or policy experience desired.
  • Strategic or long term planning experience preferred.
  • Ability to navigate the bureaucracy of government.
