About the Position:

The ESA Southern California Region is seeking a Senior Permitting and Regulatory Manager to work in our Irvine, San Diego, and/or Los Angeles office(s). This position requires a bachelors' degree (graduate degree preferred) and a minimum of 10 years working in biological resources, wetlands, and the regulatory permitting arena with experience in environmental consulting. The preferred candidate will have a strong background and experience in state and federal wetlands permitting and endangered species documentation. Prior experience developing mitigation strategies and leading negotiations with permitting agencies is a requirement. Candidate should be able to demonstrate experience in leading complex regulatory strategies as well as leading teams preparing applications and documents for permits and approvals for US Army Corps of Engineers Section 404 and Section 10 permits, US Fish and Wildlife Service and NOAA Fisheries Section 7 Biological Assessments and Biological Opinions, California Department of Fish and Game Section 1600 Streambed Alteration Agreements and Section 2081 Incidental Take Permits, Regional Water Quality Control Board Section 401 Water Quality Certifications. Experience with the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) is also required. The successful candidate will work on exciting and challenging projects including water and wastewater, commercial and residential development, energy, transportation, land management planning, monitoring, and restoration.

Requirements:

An ideal candidate must possess effective leadership, problem-solving ability, and exceptional writing and editing capabilities. Experience effectively managing regulatory permitting schedules and tasks as well as project contracts and budgets is required. Strong knowledge of and experience with CEQA and NEPA compliance is also required. This role requires the initiative, confidence and tenacity to uphold ESA’s strong work-ethic and to work collaboratively in a multi-disciplinary, team environment. Qualified candidates should have at least a BA or BS in a related discipline and a minimum of 15 years of experience or a Masters degree and a minimum of 10 years of experience.
