The Education Monitoring and Evaluation Technical Advisor (ETA) will be responsible for providing regionally focused, geographic and issue-specific support and expertise to Country Offices (COs) - driving thought leadership in innovative programming that applies transformative approaches to education and youth empowerment, facilitating learning, and the harvesting of knowledge. The ETA will liaise with country offices and lead donor stewardship for specific grants (PCTFI, USAID, LGL, EAC, DFID, etc.), providing technical review of workplans, budgets, and regular periodic reports. The ETA will collaborate with the Senior Research and Learning Advisor to ensure that project M&E plans and systems are rigorous and appropriate, that contribute to the generation of knowledge, and that learning from these projects is captured and disseminated.
The ETA will be knowledgable of global trends and best practices in education, girls’/adolescent empowerment, and gender integration that would strengthen CARE’s education work, and will apply this knowledge by providing input into the design of new initiatives and to the revision of existing approaches, fostering innovation and strengthening overall technical quality. S/he will place a strong emphasis on capacity building of local teams and will support the development of a regional level/cross learning and engagement strategy,
The role of the ETA will be instrumental in supporting the development of project proposals, contributing to program development through informing program design, and engaging donors to generate additional funding for education and girls' empowerment programs that will further the Education Team’s technical global leadership priorities. S/he will be responsible for contributing to intellectual conversations and representing CARE’s education and girls' empowerment work internally, nationally and globally, and building solid working relationships with development partners and other stakeholders in the education arena.
This position will report to the Senior Technical Advisor for Education (STA). Within CARE USA, the ETA will coordinate closely with Education Team members, especially fellow TAs and the Advocacy Technical Advisor, the Senior Research and Learning Advisor and Knowledge Management and Learning Advisor, the Senior Advisor for Operations, and other colleagues within the PPLA division and fundraising units. This position works closely with CARE Country Offices and CARE International members to lead capacity building efforts and influence program quality for girls' education and empowerment programs across the globe.
The ETA must possess excellent inter-personal communication, facilitation and analytical skills,have experience with project design and implementation, and be able to work in any of the regions in which CARE is operational. An advanced degree in international education or development, sound writing skills and proficiency in English, and willingness to travel up to 40% of the time are requirements. A degree or coursework in educational/instructional technology is highly desired, as is the ability to speak Arabic, French, Portuguese or Spanish. The position will be based in Atlanta, GA.
