Description

At CARE, we seek a world of hope, tolerance and social justice, where poverty has been overcome and people live with dignity and security.

This has been our vision since 1945, when we were founded to send lifesaving CARE Packages® to survivors of World War II. Today, CARE is a global leader in the movement to eradicate poverty. In 2015, CARE worked in 95 countries and reached 65 million people with an incredible range of life-saving programs. We also put women and girls at the center of our work because we know that we cannot overcome poverty until all people have equal rights and opportunities. We seek dynamic, innovative thinkers to further our mission. If you share our core beliefs: poverty is an injustice; poverty is solvable; and together, we have the power to end it, join us.

Following the 2012-2013 MENA Regional Presence Review, CARE committed itself to building a common and consistent identity across the MENA region that is aligned with CARE’s global vision.  CARE’s mission in MENA is:  “By 2020, CARE will have significantly contributed to promoting women’s empowerment and supported people affected by humanitarian crisis in the Middle East and North Africa region.”  CARE’s MENA Regional Strategy 2015-2020 provides direction for contributing to this social and gender justice mission by accelerating its work in the areas of combating gender-based violence, promoting women and youth’s economic empowerment and responding to humanitarian crises.  This Regional Strategy has five strategic objectives including multiplying program impact, resource mobilization, transforming organizational presence models; leadership, people and culture; and organizational effectiveness through strengthening systems.

CARE is seeking a Director for Regional Impact and Change Management who will steer the successful operationalization of the CARE MENA Regional Strategy with a focus on guiding CARE’s social and gender justice work in the region and effective implementation of other related transformative initiatives, particularly through approaches that focus on resilience building and linking humanitarian and longer term development work. The post-holder will be responsible for directing the development of regional impact growth strategies to ensure CARE’s continued relevance as an authentic contributor to social and gender justice, guiding the strategic alignment of Country Offices to the MENA Social & Gender Justice Framework 2015-2030, directing the development of gender justice strategies for Country Offices and developing staff capabilities. Achieving these objectives implies change management and the post-holder will be required to provide thought leadership, build commitment across diverse teams and lead with vision and values to motivate action.

Responsibilities:

  • Directing the successful operationalization of the CARE MENA Regional Strategy
  • Directing transformation of CARE’s programmes by designing for scale and multiplying impact
  • Effectively line manage regional resources required to implement the MENA Regional Strategy
  • Perform other duties as assigned, including deputizing for Regional Director when necessary

Qualifications:

  • Bachelor’s Degree in social sciences such as International development, foreign policy, public health, gender studies.
  • Other formal training in gender studies, women studies or a research focus on issues related to the job.
  • 10 years’ experience of managing development or humanitarian programmes within an INGO or activist settings in diverse countries/regions.
  • 5 years’ experience of leading gender justice programming including research, design program implementation and advocacy.
  • Proven track record of managing people and developing effective teams in-house and remotely.
  • Strong experience in change management including strategic planning, business planning and leading organizational transformation.

  • Experience overseeing rigorous monitoring and evaluation approaches and processes
  • Strong planning and budgeting skills.
